11  The Committee on Finance and Tax (Atwater and Geller)
12  recommended the following amendment:
13  
14         Senate Amendment (with title amendment) 
15         On page 44, between lines 6 and 7,
16  
17  insert:  
18         Section 22.  Effective October 1, 2008, for the
19  2008-2009 fiscal year and annually thereafter, an amount
20  equivalent to the value of the revenue reduction to the
21  fiscally constrained counties, as defined in s. 218.67(1),
22  Florida Statutes, occurring as a result of amendments to the
23  State Constitution which operate retroactive to January 1,
24  2008, if adopted, shall be distributed to each fiscally
25  constrained county. Funds appropriated under this section
26  shall be distributed to the counties in an amount
27  proportionate to the total amount of the revenue reduction
28  resulting from the adoption of the amendments, but the total
29  distribution to all counties may not exceed $50 million in any
30  year.
