11  Senator Lawson moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 44, between lines 6 and 7,
15  
16  insert:  
17         Section 22.  Effective October 1, 2008, for the
18  2008-2009 fiscal year and annually thereafter, an amount
19  equivalent to the value of the revenue reduction to the
20  fiscally constrained counties, as defined in s. 218.67(1),
21  Florida Statutes, occurring as a result of amendments to the
22  State Constitution which operate retroactive to January 1,
23  2008, if adopted, shall be distributed to each fiscally
24  constrained county. Funds appropriated under this section
25  shall be distributed to the counties in an amount
26  proportionate to the total amount of the revenue reduction
27  resulting from the adoption of the amendments, but the total
28  distribution to all counties may not exceed $50 million in any
29  year.
