5 | Between lines 1036 and 1037, insert: |
6 | Section 19. Effective October 1, 2008, for the 2008-2009 |
7 | fiscal year and annually thereafter, an amount equivalent to the |
8 | value of the revenue reduction to the fiscally constrained |
9 | counties, as defined in s. 218.67(1), Florida Statutes, to |
10 | municipalities in such fiscally constrained counties, and to |
11 | municipalities with per capita ad valorem tax levies of less |
12 | than $1,000 or with a population of less than 25,000 that have |
13 | been at any time since June 2002 in a state of financial |
14 | emergency pursuant to s. 218.503, Florida Statutes, occurring as |
15 | a result of amendments to the State Constitution which operate |
16 | retroactive to January 1, 2008, if adopted, shall be |
17 | appropriated by the Legislature to each such county and |
18 | municipality. Funds appropriated shall be distributed to such |
19 | counties and municipalities in an amount proportionate to the |
20 | total amount of the revenue reduction resulting from the |
21 | adoption of the amendments, but the total distribution to all |
22 | such counties and municipalities may not exceed $50 million in |
23 | any year. |
