| 4 | Between lines 1066 and 1067, insert: |
| 5 | Section 20. Effective October 1, 2008, for the 2008-2009 |
| 6 | fiscal year and annually thereafter, an amount equivalent to the |
| 7 | value of the revenue reduction to fiscally constrained counties, |
| 8 | as defined in s. 200.185(1), Florida Statutes, and to |
| 9 | municipalities of special financial concern as defined in s. |
| 10 | 200.185(1), Florida Statutes, except municipalities with per |
| 11 | capita ad valorem tax levies in excess of $1,000 or with a |
| 12 | population in excess of 25,000, occurring as a result of |
| 13 | amendments to the State Constitution which operate retroactive |
| 14 | to January 1, 2008, if adopted, shall be appropriated by the |
| 15 | Legislature to such counties and municipalities from the General |
| 16 | Revenue Fund. Funds appropriated under this section shall be |
| 17 | distributed to the counties and municipalities in an amount |
| 18 | proportionate to the total amount of the revenue reduction |
| 19 | resulting from the adoption of the amendments, but the total |
| 20 | distribution to all counties and municipalities may not exceed |
| 21 | $50 million in any year. |
