| 6 | Between lines 1247 and 1248 insert: |
| 7 | Section 22. Effective October 1, 2008, for the 2008-2009 |
| 8 | fiscal year and annually thereafter, an amount equivalent to the |
| 9 | value of the revenue reduction to the fiscally constrained |
| 10 | counties, as defined in s. 218.67(1), Florida Statutes, and |
| 11 | municipalities in such fiscally constrained counties, occurring |
| 12 | as a result of amendments to the State Constitution which |
| 13 | operate retroactive to January 1, 2008, if adopted, shall be |
| 14 | distributed to each fiscally constrained county and municipality |
| 15 | within such county. Funds appropriated under this section shall |
| 16 | be distributed to the counties and municipalities in an amount |
| 17 | proportionate to the total amount of the revenue reduction |
| 18 | resulting from the adoption of the amendments, but the total |
| 19 | distribution to all counties and municipalities may not exceed |
| 20 | $75 million in any year. |
