A bill to be entitled
2An act relating to a special election; providing for a
3special election to be held January 29, 2008, pursuant to
4Section 5 of Article XI of the State Constitution, for the
5approval or rejection by the electors of this state of
6amendments to the State Constitution, proposed by joint
7resolution, relating to a tangible personal property tax
8exemption, homestead property assessments, assessment of
9rent-restricted affordable housing and commercial and
10public-access waterfront property, increased homestead
11exemption and additional homestead exemption for first-
12time homestead property owners and low-income seniors,
13limitations on local government authority to increase ad
14valorem taxes, and elected county property appraisers;
15providing for publication of notice and for procedures;
16providing an appropriation; providing a contingent
17effective date.

19Be It Enacted by the Legislature of the State of Florida:

21     Section 1.  Pursuant to Section 5 of Article XI of the
22State Constitution, there shall be a special election on January
2329, 2008, to be held concurrently with other statewide elections
24held on that date, if any, at which there shall be submitted to
25the electors of this state for approval or rejection the
26amendments to the State Constitution proposed in Senate Joint
27Resolution 2-D or House Joint Resolution 7001D, 2007D Special
28Session.
29     Section 2.  Publication of notice shall be in accordance
30with Section 5 of Article XI of the State Constitution. The
31special election shall be held as other special elections are
32held.
33     Section 3.  The sum of $60,000 in nonrecurring funds from
34the General Revenue Fund is appropriated to the Department of
35State for fiscal year 2007-2008 for the purpose of advertising
36the constitutional amendments being submitted to the electors of
37this state at the special election called by this act.
38     Section 4.  This act shall take effect upon becoming a law
39if enacted by a vote of at least three-fourths of the membership
40of each house of the Legislature and if Senate Joint Resolution
412-D or House Joint Resolution 7001D, 2007D Special Session, is
42adopted by both houses of the Legislature.
