A bill to be entitled
2An act relating to license plates; amending s. 320.089,
3F.S.; expanding the types of veterans special license
4plates from which revenues may be used to fund state
5veterans' homes; providing for additional revenue from the
6sale of such plates to be used to construct, maintain, and
7operate the homes; amending s. 320.02, F.S.; providing for
8a check-off provision on motor vehicle registration
9application and renewal forms to authorize a voluntary
10donation to the state veterans' homes; providing an
11effective date.

13Be It Enacted by the Legislature of the State of Florida:

15     Section 1.  Paragraph (b) of subsection (1) of section
16320.089, Florida Statutes, is amended to read:
17     320.089  Members of National Guard and active United States
18Armed Forces reservists; former prisoners of war; survivors of
19Pearl Harbor; Purple Heart medal recipients; Operation Iraqi
20Freedom and Operation Enduring Freedom Veterans; special license
21plates; fee.--

23     (b)  Notwithstanding any other provision of law to the
24contrary, beginning with fiscal year 2002-2003 and annually
25thereafter, the first $100,000 in general revenue generated from
26the sale of license plates issued under this section which are
27stamped with the words "National Guard," "Pearl Harbor
28Survivor," "Combat-wounded veteran," or "U.S. Reserve" shall be
29deposited into the Grants and Donations Trust Fund, as described
30in s. 296.38(2), to be used for the purposes established by law
31for that trust fund. Any additional general revenue generated
32from the sale of such plates, up to $100,000, shall be deposited
33into the State Homes for Veterans Trust Fund and used solely to
34construct, operate, and maintain domiciliary and nursing homes
35for veterans, subject to the requirements of chapter 216.
36     Section 2.  Paragraph (f) is added to subsection (16) of
37section 320.02, Florida Statutes, to read:
38     320.02  Registration required; application for
39registration; forms.--

41     (f)  The application form for motor vehicle registration
42and renewal of registration must include language permitting a
43voluntary contribution of $1 per applicant to the state homes
44for veterans, to be distributed on a quarterly basis by the
45department to the State Homes for Veterans Trust Fund, which is
46administered by the Department of Veterans' Affairs.

48For the purpose of applying the service charge provided in s.
49215.20, contributions received under this subsection are not
50income of a revenue nature.
51     Section 3.  This act shall take effect July 1, 2008.
