A bill to be entitled
2An act relating to the Hillsboro Inlet District, Broward
3County; amending chapter 99-433, Laws of Florida, as
4amended; revising language relating to appointment of
5members of the commission; revising the number of members
6of the district required for a quorum; providing an
7effective date.

9Be It Enacted by the Legislature of the State of Florida:

11     Section 1.  Subsection (1) of section 4 and subsection (1)
12of section 6 of chapter 99-433, Laws of Florida, as amended by
13chapter 2007-291, Laws of Florida, are amended to read:
14     Section 4.  Board of commissioners.--
15     (1)  The governing body of the Hillsboro Inlet District
16shall consist of eight commissioners, who shall serve without
17compensation, except as provided in section 11. One
18representative on the Board of Commissioners of the Hillsboro
19Inlet District shall be appointed by each of the governing
20bodies City Commissions or Town Councils of the following
21municipalities: the City of Deerfield Beach, Florida; the Town
22of Hillsboro Beach, Florida; the City of Pompano Beach, Florida;
23the Town of Lauderdale-By-The-Sea, Florida; the City of
24Lighthouse Point, Florida; the City of Fort Lauderdale, Florida;
25and the Village of Sea Ranch Lakes, Florida. The Board of County
26Commissioners of Broward County, Florida, shall appoint one
27representative to the Board of Commissioners of the Hillsboro
28Inlet District. Each representative so appointed by the
29aforementioned governmental entities shall represent the
30respective governmental entity making such appointment. The
31duties, functions, and responsibilities of the district shall
32continue as provided for herein in the event that any
33municipality represented hereby is dissolved, merged, or fails
34to appoint representatives to the district board. Said
35representatives appointed by the respective municipalities shall
36be qualified electors, residing in the municipality from which
37they are appointed for more than six months prior to
38appointment. Effective October 1, 2007, any new representatives
39appointed to the district board shall also reside within the
40district boundaries, as described in section 3. Effective
41October 1, 2007, any new representative appointed by the Board
42of County Commissioners of Broward County shall be a qualified
43elector, shall reside within Broward County, and shall reside
44within the district's boundaries for more than 6 months prior to
45appointment. Notwithstanding any other provision of this
46subsection, any representative on the district board as of
47October 1, 2006, shall be exempt from the requirement that the
48representative must reside within the district's boundaries.
49     Section 6.  Quorum; minutes; records.--
50     (1)  Four representatives A majority of said commissioners
51shall constitute a quorum. The commissioners shall cause true
52and accurate minutes and records to be kept of all business
53transacted by them, and shall keep full, true, and complete
54books of account and minutes, which minutes, records, and books
55of account shall at all reasonable times be open and subject to
56the inspection of inhabitants of said district; and any person
57desiring to do so may make or procure a copy of said minutes,
58records, or books of account, or such portions thereof as he may
59desire, all in accordance with the provisions of chapter 119,
60Florida Statutes, as amended from time to time.
61     Section 2.  This act shall take effect upon becoming a law.
