2	An act relating to the West Villages Improvement District,
3	Sarasota County; amending chapter 2004-456, Laws of
4	Florida, as amended; expanding the territorial boundaries
5	of the district; providing for a referendum; providing an
6	effective date.

8	Be It Enacted by the Legislature of the State of Florida:

10	Section 1.  Subsections (3) and (4) are added to section 17
11	of chapter 2004-456, Laws of Florida, as amended by chapter
12	2006-355, Laws of Florida, to read:
13	Section 17.  Territorial boundaries.--
14	(3)  The territorial limits of the West Villages
15	Improvement District shall also embrace and include those
16	parcels of land described as follows:

928	distance of 16.74 feet to the Point of Beginning.
929	Section 2.  No expansion of the territorial boundaries of
930	the West Villages Improvement District shall be effective until
931	a landowner referendum is conducted by the board of supervisors
932	of the district within 60 days after the effective date of this
933	act on the question of expanding the territorial boundaries of
934	the district. All owners of land within the area comprising the
935	current district boundaries and the expanded district boundaries
936	proposed by this act are entitled to vote in the referendum held
937	pursuant this section. The referendum shall be held on a one-
938	acre, one-vote basis at the expense of the district. If the
939	landowners approve the referendum described in this section by a
940	majority vote of the acreage cast, then section 1 of this act
941	shall take effect immediately.
942	Section 3.  This act shall take effect only upon its
943	approval by a majority vote of those qualified landowners of the
944	area described in section 17 of chapter 2004-456, Laws of
945	Florida, as amended by chapter 2006-355, Laws of Florida, and
946	this act, voting in a referendum to be held by the Board of
947	Supervisors of the West Villages Improvement District voting in
948	a special election, except that this section and section 2 of
949	this act shall take effect upon becoming a law.
