A bill to be entitled
2An act relating to a joint select committee of the
3Legislature; requiring the Legislature to establish a
4joint select committee to review methods of collecting
5court-related fees, service charges, costs, and fines used
6by circuit courts and county courts; providing for
7appointment of committee members; providing for
8designation of a chair and vice chair; requiring the
9committee to submit recommendations for a uniform
10statewide method for collecting such court-related fees,
11service charges, costs, and fines; providing an effective
12date.

14Be It Enacted by the Legislature of the State of Florida:

16     Section 1.  The Legislature shall establish a joint select
17committee to review the methods currently used by each circuit
18court and county court in this state to collect court-related
19fees, service charges, costs, and fines. The committee shall
20consist of 13 members, of whom five shall be Senators appointed
21by the President of the Senate and eight shall be
22Representatives appointed by the Speaker of the House of
23Representatives. The committee chair and vice chair shall be
24designated jointly by the President of the Senate and the
25Speaker of the House of Representatives. The committee shall
26review for a period of 1 year methods used by the circuit courts
27and county courts in this state to collect court-related fees,
28service charges, costs, and fines, after which the committee
29shall submit recommendations to the President of the Senate and
30the Speaker of the House of Representatives as to an effective
31uniform statewide method for collecting court-related fees,
32service charges, costs, and fines to be mandated for all circuit
33courts and county courts and clerks of such courts.
34     Section 2.  This act shall take effect July 1, 2008.
