A bill to be entitled
2An act relating to specialty license plates; amending ss.
3320.08056 and 320.08058, F.S.; creating a Confederate
4Heritage license plate; establishing an annual use fee for
5the plate; providing for the distribution of use fees
6received from the sale of such plates; providing an
7effective date.

9Be It Enacted by the Legislature of the State of Florida:

11     Section 1.  Paragraph (mmm) is added to subsection (4) of
12section 320.08056, Florida Statutes, to read:
13     320.08056  Specialty license plates.--
14     (4)  The following license plate annual use fees shall be
15collected for the appropriate specialty license plates:
16     (mmm)  Confederate Heritage license plate, $25.
17     Section 2.  Subsection (65) is added to section 320.08058,
18Florida Statutes, to read:
19     320.08058  Specialty license plates.--
20     (65)  CONFEDERATE HERITAGE LICENSE PLATES.--
21     (a)  The department shall develop a Confederate Heritage
22license plate as provided in this section. Confederate Heritage
23license plates must bear the colors and design approved by the
24department and must contain an emblem or logo of Florida's
25historic Confederate flags and facsimiles of the buttons issued
26to Florida Confederate units. The word "Florida" must appear at
27the top of the plate, and the words "Confederate Heritage" must
28appear at the bottom of the plate.
29     (b)  The license plate annual use fees shall be distributed
30to Sons of Confederate Veterans, Florida Division, Inc., to fund
31educational programs in schools, cemetery location and
32restoration, educational scholarship programs, and other
33projects within the state promoting Florida's history and
34heritage. Sons of Confederate Veterans, Florida Division, Inc.,
35may retain all revenue from the annual use fees until all
36startup costs for developing and establishing the plate have
37been recovered. Thereafter, up to 5 percent of the annual use
38fee revenue may be used for administrative costs directly
39associated with operations of Sons of Confederate Veterans,
40Florida Division, Inc., and up to 20 percent may be used for
41promotion and marketing of the specialty license plate.
42     Section 3.  This act shall take effect July 1, 2008.
