A bill to be entitled
2An act relating to the Shawano Water Control District,
3Palm Beach County; amending chapter 2002-382, Laws of
4Florida; expanding the territorial boundaries of the
5district; providing for a referendum; providing an
6effective date.

8Be It Enacted by the Legislature of the State of Florida:

10     Section 1.  Section 2 of section 3 of chapter 2002-382,
11Laws of Florida, is amended to read:
12     Section 2.  Status and boundaries of Shawano Water Control
13District.--The Shawano Water Control District is hereby declared
14to be an independent water control district and a public
15corporation of the State of Florida pursuant to chapter 298,
16Florida Statutes, as it may be amended from time to time, and
17the lands lying within the area described as follows in Palm
18Beach County, Florida, shall hereby constitute the Shawano Water
19Control District:

21All of Sections 4, 5, 6, 7, 8, 9, 16, 17 and 18 of
22Township 45 South, Range 39 East; and all of Sections
231, 12, 13, 14, 15, 19, 20, 21, 22, 23, 25, 26, 28, 28,
2429 and 30 of Township 45 South, Range 38 East; and all
25of those portions of Sections 2, 3, and 11 of Township
2645 South, Range 38 lying Northeast of the centerline
27of the Hillsboro Canal; and all of those portions of
28Sections 19, 24 and 30 of Township 45 South, Range 38
29East lying Southwest of the centerline of the
30Hillsboro Canal.

161lying North and East of the Hillsboro Canal Right-of-
162Way, all in Township 45 South, Range 39 East, Palm
163Beach County, Florida.
164     Section 2.  No expansion of the territorial boundaries of
165the district shall be effective until a landowner referendum is
166conducted by the board of supervisors within 60 days after the
167effective date of this act on the question of expanding the
168territorial boundaries of the district. All landowners within
169the current district and expanded district boundaries are
170entitled to vote in the referendum held pursuant to this
171section. The referendum shall be held on a one-acre, one-vote
172basis at the expense of the district. If the landowners approve
173the referendum described in this section by a majority vote of
174the acreage cast, this act shall take effect immediately.
175     Section 3.  This act shall take effect upon approval of a
176majority vote of the qualified electors of the area described in
177section 2 voting in a referendum to be held by the Shawano Water
178Control District in a special election to be held within 60 days
179after the effective date of this act, except that this section
180and section 2 shall take effect upon becoming a law.
