The Committee on Judiciary (Ring) recommended the following

An individual may not be appointed, employed, promoted, or
9
advanced in or to a position in an agency if such appointment,
10
employment, promotion, or advancement has been made or advocated
11
by a public official, serving in or exercising jurisdiction or
12
control over the agency, who is a relative of the individual or
13
if such appointment, employment, promotion, or advancement is
14
made by a collegial body of which a relative of the individual is
15
a member. If a prohibited appointment, employment, promotion, or
16
advancement occurs, both the official and the individual shall be
17
subject to penalties under s. 112.317; however, if the
18
appointment, employment, promotion, or advancement is made by the
19
collegial body of which the official is a member without the
20
official's participation, only the individual shall be subject to
21
penalties under s. 112.317. This However, this subsection does
