A bill to be entitled
2An act relating to state funding for medical student
3education; requiring state funding for medical student
4education at state university colleges of medicine using a
5funding methodology that provides a base level of state
6support on a per-student basis; providing requirements for
7the funding methodology to be determined by the Board of
8Governors in consultation with the Office of Program
9Policy Analysis and Government Accountability; requiring
10an annual update of the funding methodology; providing for
11startup funding for new medical schools; authorizing
12supplemental funding; requiring maintenance of college
13accreditation; providing an effective date.

15Be It Enacted by the Legislature of the State of Florida:
16
17     Section 1.  Apportionment of state funds for medical
18student education.--
19     (1)  To provide appropriate and equitable funding for
20medical student education, the state shall use a funding
21methodology that provides a consistent base level of state
22support on a per-student basis at all colleges of medicine at
23state universities regardless of which public institution the
24student attends. The funding methodology shall be based on costs
25associated with the 4-year Doctor of Medicine degree as
26determined by the Board of Governors in consultation with the
27Office of Program Policy Analysis and Government Accountability.
28The funding methodology shall be updated annually based on
29inflation and the cost of other policy adjustments.
30     (2)  New medical schools that may be authorized by the
31Legislature may receive startup funding that is not provided on
32a per-student basis until such time as the first class is
33graduated.
34     (3)  In addition to the per-student, base-level funding,
35any college of medicine at a state university may be provided a
36per-student supplement to support its unique mission or other
37policy initiatives of the Legislature. Supplemental per-student
38funding shall be determined by the Board of Governors in
39consultation with the Office of Program Policy Analysis and
40Government Accountability.
41     (4)  In order for a college of medicine at a state
42university to receive funding pursuant to this section, the
43college of medicine must maintain its accreditation.
44     (5)  A college of medicine at a state university may seek
45nonstate funds to augment funds received under the provisions of
46this section.
47     Section 2.  This act shall take effect July 1, 2008.
