16 | completion; providing for bonuses for dual enrollment |
17 | teachers and monetary rewards for students; providing an |
18 | effective date. |

20 | Be It Enacted by the Legislature of the State of Florida: |
21 |
|
22 | Section 1. Section 1003.4285, Florida Statutes, is created |
23 | to read: |
24 | 1003.4285 Standard high school diploma designations.-- |
25 | (1) The purpose of this section is to allow the |
26 | Commissioner of Education to create designations to be applied |
27 | to standard high school diplomas. The designations shall |
28 | identify unique coursework or accomplishments of the student for |
29 | purposes of postsecondary education or the workforce. |
30 | (2) The Commissioner of Education shall establish |
31 | designations for the following: |
32 | (a) Major areas of interest. A student shall receive a |
33 | major area of interest designation pursuant to the student's |
34 | completion of credits as provided in s. 1003.428. |
35 | (b) Accelerated college credit. A student who successfully |
36 | passes four or more college credit examinations in Advanced |
37 | Placement, International Baccalaureate, Advanced International |
38 | Certificate of Education, or dual enrollment coursework shall |
39 | receive an accelerated college credit designation. The |
40 | Commissioner of Education shall establish guidelines for |
41 | successful passage of examinations or coursework in each of the |
42 | accelerated college credit options. |
43 | Section 2. Section 1003.4287, Florida Statutes, is created |
44 | to read: |
45 | 1003.4287 Advanced Placement courses; comprehensive |
46 | plan.-- |
47 | (1) The purpose of this section is to ensure that each |
48 | public high school student has equal access to a substantive and |
49 | rigorous curriculum that is designed to challenge the student's |
50 | mind, enhance the student's knowledge and skills, and prepare |
51 | the student for success in college and work. |
52 | (2) By the 2008-2009 school year, each public high school |
53 | in the state must offer at least four Advanced Placement |
54 | courses, one each in English, mathematics, science, and social |
55 | studies. To fulfill this requirement, schools may utilize the |
56 | Advanced Placement course offerings provided by the Florida |
57 | Virtual School. |
58 | (3) To assist with implementation of the requirement for |
59 | offering rigorous Advanced Placement coursework, the State Board |
60 | of Education shall develop and adopt a comprehensive plan for |
61 | success that: |
62 | (a) Ensures that all students have equal access to a |
63 | substantive and rigorous curriculum that is designed to |
64 | challenge their minds and enhance their knowledge and skills to |
65 | prepare them for the demands of Advanced Placement coursework. |
66 | (b) Establishes guidelines and a timeline for Advanced |
67 | Placement and Pre-Advanced Placement teachers to receive |
68 | training endorsed by the College Board in necessary content |
69 | knowledge and instructional skills to prepare students for |
70 | success in Advanced Placement courses and examinations. |
71 | (c) Supports school administrators and guidance counselors |
72 | in the receipt of professional development that enables them to |
73 | create strong and effective Advanced Placement programs in their |
74 | schools. |
75 | (d) Assists teachers and school leaders in middle schools |
76 | and high schools with implementation of vertical team training |
77 | and other Pre-Advanced Placement training to prepare students |
78 | for success in Advanced Placement courses. |
79 | (e) Creates long-term and annual statewide goals for |
80 | increasing: |
81 | 1. The number and percentage of students enrolling in and |
82 | completing Advanced Placement courses. |
83 | 2. The number and percentage of students receiving a score |
84 | of 3 or higher on Advanced Placement examinations. |
85 | 3. The number and percentage of low-income and |
86 | underrepresented students enrolling in and completing Advanced |
87 | Placement courses. |
88 | 4. The number and percentage of low-income and |
89 | underrepresented students receiving a score of 3 or higher on |
90 | Advanced Placement examinations. |
91 | (f) Leverages federal and private funding available for |
92 | Advanced Placement and Pre-Advanced Placement incentives and |
93 | training. |
94 | (g) Focuses state and federal funding to carry out |
95 | activities that target school districts serving high |
96 | concentrations of low-income and underrepresented students. |
97 | (h) Provides a plan of communication that emphasizes the |
98 | importance of Advanced Placement courses or other advanced |
99 | courses to a student's ability to gain access to and succeed in |
100 | postsecondary education. The plan for such communication should |
101 | include information to students, teachers, counselors, |
102 | administrators, school districts, community colleges, and state |
103 | universities. |
104 | (i) Annually evaluates the impact of the implementation of |
105 | this section on the rates of student enrollment and success in |
106 | Advanced Placement courses, on high school graduation rates, and |
107 | on college enrollment rates. The evaluation must include a |
108 | review of the progress toward meeting goals established pursuant |
109 | to paragraph (e). |
110 | Section 3. Paragraphs (l), (m), and (n) of subsection (1) |
111 | of section 1011.62, Florida Statutes, are amended, paragraphs |
112 | (o) through (v) are redesignated as paragraphs (p) through (w), |
113 | respectively, and a new paragraph (o) is added to that |
114 | subsection, to read: |
115 | 1011.62 Funds for operation of schools.--If the annual |
116 | allocation from the Florida Education Finance Program to each |
117 | district for operation of schools is not determined in the |
118 | annual appropriations act or the substantive bill implementing |
119 | the annual appropriations act, it shall be determined as |
120 | follows: |
121 | (1) COMPUTATION OF THE BASIC AMOUNT TO BE INCLUDED FOR |
122 | OPERATION.--The following procedure shall be followed in |
123 | determining the annual allocation to each district for |
124 | operation: |
125 | (l) Calculation of additional full-time equivalent |
126 | membership based on International Baccalaureate examination |
127 | scores of students.-- |
128 | 1. A value of 0.24 full-time equivalent student membership |
129 | shall be calculated for each student enrolled in an |
130 | International Baccalaureate course who receives a score of 4 or |
131 | higher on a subject examination. A value of 0.3 full-time |
132 | equivalent student membership shall be calculated for each |
133 | student who receives an International Baccalaureate diploma. |
134 | Such value shall be added to the total full-time equivalent |
135 | student membership in basic programs for grades 9 through 12 in |
136 | the subsequent fiscal year. |
137 | 2. The school district shall distribute to each classroom |
138 | teacher who provided International Baccalaureate instruction: |
139 | a.1. A bonus in the amount of $50 for each student taught |
140 | by the International Baccalaureate teacher in each International |
141 | Baccalaureate course who receives a score of 4 or higher on the |
142 | International Baccalaureate examination. |
143 | b.2. An additional bonus of $500 to each International |
144 | Baccalaureate teacher in a school designated with a grade of "D" |
145 | or "F" who has at least one student scoring 4 or higher on the |
146 | International Baccalaureate examination, regardless of the |
147 | number of classes taught or of the number of students scoring a |
148 | 4 or higher on the International Baccalaureate examination. |

150 | Bonuses awarded to a teacher according to this subparagraph |
151 | paragraph shall not exceed $2,000 in any given school year and |
152 | shall be in addition to any regular wage or other bonus the |
153 | teacher received or is scheduled to receive. |
154 | 3. The school district shall distribute $50 to each high |
155 | school student who receives a score of 4 or higher on the |
156 | International Baccalaureate examination. |
157 | (m) Calculation of additional full-time equivalent |
158 | membership based on Advanced International Certificate of |
159 | Education examination scores of students.-- |
160 | 1. A value of 0.24 full-time equivalent student membership |
161 | shall be calculated for each student enrolled in a full-credit |
162 | Advanced International Certificate of Education course who |
163 | receives a score of E or higher on a subject examination. A |
164 | value of 0.12 full-time equivalent student membership shall be |
165 | calculated for each student enrolled in a half-credit Advanced |
166 | International Certificate of Education course who receives a |
167 | score of E or higher on a subject examination. A value of 0.3 |
168 | full-time equivalent student membership shall be calculated for |
169 | each student who receives an Advanced International Certificate |
170 | of Education diploma. Such value shall be added to the total |
171 | full-time equivalent student membership in basic programs for |
172 | grades 9 through 12 in the subsequent fiscal year. |
173 | 2. The school district shall distribute to each classroom |
174 | teacher who provided Advanced International Certificate of |
175 | Education instruction: |
176 | a.1. A bonus in the amount of $50 for each student taught |
177 | by the Advanced International Certificate of Education teacher |
178 | in each full-credit Advanced International Certificate of |
179 | Education course who receives a score of E or higher on the |
180 | Advanced International Certificate of Education examination. A |
181 | bonus in the amount of $25 for each student taught by the |
182 | Advanced International Certificate of Education teacher in each |
183 | half-credit Advanced International Certificate of Education |
184 | course who receives a score of E or higher on the Advanced |
185 | International Certificate of Education examination. |
186 | b.2. An additional bonus of $500 to each Advanced |
187 | International Certificate of Education teacher in a school |
188 | designated with a grade of "D" or "F" who has at least one |
189 | student scoring E or higher on the full-credit Advanced |
190 | International Certificate of Education examination, regardless |
191 | of the number of classes taught or of the number of students |
192 | scoring an E or higher on the full-credit Advanced International |
193 | Certificate of Education examination. |
194 | c.3. Additional bonuses of $250 each to teachers of half- |
195 | credit Advanced International Certificate of Education classes |
196 | in a school designated with a grade of "D" or "F" which has at |
197 | least one student scoring an E or higher on the half-credit |
198 | Advanced International Certificate of Education examination in |
199 | that class. The maximum additional bonus for a teacher awarded |
200 | in accordance with this sub-subparagraph subparagraph shall not |
201 | exceed $500 in any given school year. Teachers receiving an |
202 | award under sub-subparagraph b. subparagraph 2. are not eligible |
203 | for a bonus under this sub-subparagraph subparagraph. |

205 | Bonuses awarded to a teacher according to this subparagraph |
206 | paragraph shall not exceed $2,000 in any given school year and |
207 | shall be in addition to any regular wage or other bonus the |
208 | teacher received or is scheduled to receive. |
209 | 3. The school district shall distribute $50 to each high |
210 | school student who receives a score of E or higher on the full- |
211 | credit Advanced International Certificate of Education |
212 | examination or $25 to each high school student who receives a |
213 | score of E or higher on the half-credit Advanced International |
214 | Certificate of Education examination. |
215 | (n) Calculation of additional full-time equivalent |
216 | membership based on College Board Advanced Placement scores of |
217 | students.-- |
218 | 1. A value of 0.24 full-time equivalent student membership |
219 | shall be calculated for each student in each Advanced Placement |
220 | course who receives a score of 3 or higher on the College Board |
221 | Advanced Placement Examination for the prior year and such value |
222 | shall be added to the total full-time equivalent student |
223 | membership in basic programs for grades 9 through 12 in the |
224 | subsequent fiscal year. Each district must allocate at least 80 |
225 | percent of the funds provided to the district for Advanced |
226 | Placement instruction, in accordance with this subparagraph |
227 | paragraph, to the high school that generates the funds. |
228 | 2. The school district shall distribute to each classroom |
229 | teacher who provided Advanced Placement instruction: |
230 | a.1. A bonus in the amount of $50 for each student taught |
231 | by the Advanced Placement teacher in each Advanced Placement |
232 | course who receives a score of 3 or higher on the College Board |
233 | Advanced Placement Examination. |
234 | b.2. An additional bonus of $500 to each Advanced |
235 | Placement teacher in a school designated with a grade of "D" or |
236 | "F" who has at least one student scoring 3 or higher on the |
237 | College Board Advanced Placement Examination, regardless of the |
238 | number of classes taught or of the number of students scoring a |
239 | 3 or higher on the College Board Advanced Placement Examination. |

241 | Bonuses awarded to a teacher according to this subparagraph |
242 | paragraph shall not exceed $2,000 in any given school year and |
243 | shall be in addition to any regular wage or other bonus the |
244 | teacher received or is scheduled to receive. |
245 | 3. The school district shall distribute $50 to each high |
246 | school student who receives a score of 3 or higher on the |
247 | College Board Advanced Placement Examination. |
248 | (o) Calculation of additional full-time equivalent |
249 | membership based on dual enrollment completion by students.-- |
250 | 1. A value of 0.24 full-time equivalent student membership |
251 | shall be calculated for each student who successfully completes |
252 | a dual enrollment course and receives a grade of "A" or "B" for |
253 | the prior year and such value shall be added to the total full- |
254 | time equivalent student membership in basic programs for grades |
255 | 9 through 12 in the subsequent fiscal year. |
256 | 2. The school district shall distribute to each classroom |
257 | teacher who provided dual enrollment instruction: |
258 | a. A bonus in the amount of $50 for each student taught by |
259 | the dual enrollment teacher in each dual enrollment course who |
260 | successfully completes the dual enrollment course and receives a |
261 | grade of "A" or "B." |
262 | b. An additional bonus of $500 to each dual enrollment |
263 | teacher in a school designated with a grade of "D" or "F" who |
264 | has at least one student who successfully completes the dual |
265 | enrollment course and receives a grade of "A" or "B." |
266 | |
267 | Bonuses awarded to a teacher according to this subparagraph |
268 | shall be in addition to any regular wage or other bonus the |
269 | teacher received or is scheduled to receive. |
270 | 3. The school district shall distribute $50 to each high |
271 | school student who successfully completes a dual enrollment |
272 | course and receives a grade of "A" or "B." |
273 | Section 4. This act shall take effect July 1, 2008. |
