A bill to be entitled
2An act relating to public K-12 educational instruction;
3creating s. 1003.4285, F.S.; requiring the establishment
4of high school diploma designations to identify unique
5coursework or student accomplishment; creating s.
61003.4287, F.S.; requiring each high school to offer
7specified Advanced Placement courses; requiring the State
8Board of Education to adopt a comprehensive plan for such
9implementation; amending s. 1011.62, F.S., relating to
10funds for the operation of schools; removing a cap on
11bonuses to teachers of International Baccalaureate,
12Advanced International Certificate of Education, and
13Advanced Placement instruction; providing for monetary
14student rewards; providing for calculation of additional
15full-time equivalent membership based on dual enrollment
16completion; providing for bonuses for dual enrollment
17teachers and monetary rewards for students; providing an
18effective date.

20Be It Enacted by the Legislature of the State of Florida:
21
22     Section 1.  Section 1003.4285, Florida Statutes, is created
23to read:
24     1003.4285  Standard high school diploma designations.--
25     (1)  The purpose of this section is to allow the
26Commissioner of Education to create designations to be applied
27to standard high school diplomas. The designations shall
28identify unique coursework or accomplishments of the student for
29purposes of postsecondary education or the workforce.
30     (2)  The Commissioner of Education shall establish
31designations for the following:
32     (a)  Major areas of interest. A student shall receive a
33major area of interest designation pursuant to the student's
34completion of credits as provided in s. 1003.428.
35     (b)  Accelerated college credit. A student who successfully
36passes four or more college credit examinations in Advanced
37Placement, International Baccalaureate, Advanced International
38Certificate of Education, or dual enrollment coursework shall
39receive an accelerated college credit designation. The
40Commissioner of Education shall establish guidelines for
41successful passage of examinations or coursework in each of the
42accelerated college credit options.
43     Section 2.  Section 1003.4287, Florida Statutes, is created
44to read:
45     1003.4287  Advanced Placement courses; comprehensive
46plan.--
47     (1)  The purpose of this section is to ensure that each
48public high school student has equal access to a substantive and
49rigorous curriculum that is designed to challenge the student's
50mind, enhance the student's knowledge and skills, and prepare
51the student for success in college and work.
52     (2)  By the 2008-2009 school year, each public high school
53in the state must offer at least four Advanced Placement
54courses, one each in English, mathematics, science, and social
55studies. To fulfill this requirement, schools may utilize the
56Advanced Placement course offerings provided by the Florida
57Virtual School.
58     (3)  To assist with implementation of the requirement for
59offering rigorous Advanced Placement coursework, the State Board
60of Education shall develop and adopt a comprehensive plan for
61success that:
62     (a)  Ensures that all students have equal access to a
63substantive and rigorous curriculum that is designed to
64challenge their minds and enhance their knowledge and skills to
65prepare them for the demands of Advanced Placement coursework.
66     (b)  Establishes guidelines and a timeline for Advanced
67Placement and Pre-Advanced Placement teachers to receive
68training endorsed by the College Board in necessary content
69knowledge and instructional skills to prepare students for
70success in Advanced Placement courses and examinations.
71     (c)  Supports school administrators and guidance counselors
72in the receipt of professional development that enables them to
73create strong and effective Advanced Placement programs in their
74schools.
75     (d)  Assists teachers and school leaders in middle schools
76and high schools with implementation of vertical team training
77and other Pre-Advanced Placement training to prepare students
78for success in Advanced Placement courses.
79     (e)  Creates long-term and annual statewide goals for
80increasing:
81     1.  The number and percentage of students enrolling in and
82completing Advanced Placement courses.
83     2.  The number and percentage of students receiving a score
84of 3 or higher on Advanced Placement examinations.
85     3.  The number and percentage of low-income and
86underrepresented students enrolling in and completing Advanced
87Placement courses.
88     4.  The number and percentage of low-income and
89underrepresented students receiving a score of 3 or higher on
90Advanced Placement examinations.
91     (f)  Leverages federal and private funding available for
92Advanced Placement and Pre-Advanced Placement incentives and
93training.
94     (g)  Focuses state and federal funding to carry out
95activities that target school districts serving high
96concentrations of low-income and underrepresented students.
97     (h)  Provides a plan of communication that emphasizes the
98importance of Advanced Placement courses or other advanced
99courses to a student's ability to gain access to and succeed in
100postsecondary education. The plan for such communication should
101include information to students, teachers, counselors,
102administrators, school districts, community colleges, and state
103universities.
104     (i)  Annually evaluates the impact of the implementation of
105this section on the rates of student enrollment and success in
106Advanced Placement courses, on high school graduation rates, and
107on college enrollment rates. The evaluation must include a
108review of the progress toward meeting goals established pursuant
109to paragraph (e).
110     Section 3.  Paragraphs (l), (m), and (n) of subsection (1)
111of section 1011.62, Florida Statutes, are amended, paragraphs
112(o) through (v) are redesignated as paragraphs (p) through (w),
113respectively, and a new paragraph (o) is added to that
114subsection, to read:
115     1011.62  Funds for operation of schools.--If the annual
116allocation from the Florida Education Finance Program to each
117district for operation of schools is not determined in the
118annual appropriations act or the substantive bill implementing
119the annual appropriations act, it shall be determined as
120follows:
121     (1)  COMPUTATION OF THE BASIC AMOUNT TO BE INCLUDED FOR
122OPERATION.--The following procedure shall be followed in
123determining the annual allocation to each district for
124operation:
125     (l)  Calculation of additional full-time equivalent
126membership based on International Baccalaureate examination
127scores of students.--
128     1.  A value of 0.24 full-time equivalent student membership
129shall be calculated for each student enrolled in an
130International Baccalaureate course who receives a score of 4 or
131higher on a subject examination. A value of 0.3 full-time
132equivalent student membership shall be calculated for each
133student who receives an International Baccalaureate diploma.
134Such value shall be added to the total full-time equivalent
135student membership in basic programs for grades 9 through 12 in
136the subsequent fiscal year.
137     2.  The school district shall distribute to each classroom
138teacher who provided International Baccalaureate instruction:
139     a.1.  A bonus in the amount of $50 for each student taught
140by the International Baccalaureate teacher in each International
141Baccalaureate course who receives a score of 4 or higher on the
142International Baccalaureate examination.
143     b.2.  An additional bonus of $500 to each International
144Baccalaureate teacher in a school designated with a grade of "D"
145or "F" who has at least one student scoring 4 or higher on the
146International Baccalaureate examination, regardless of the
147number of classes taught or of the number of students scoring a
1484 or higher on the International Baccalaureate examination.

150Bonuses awarded to a teacher according to this subparagraph
151paragraph shall not exceed $2,000 in any given school year and
152shall be in addition to any regular wage or other bonus the
153teacher received or is scheduled to receive.
154     3.  The school district shall distribute $50 to each high
155school student who receives a score of 4 or higher on the
156International Baccalaureate examination.
157     (m)  Calculation of additional full-time equivalent
158membership based on Advanced International Certificate of
159Education examination scores of students.--
160     1.  A value of 0.24 full-time equivalent student membership
161shall be calculated for each student enrolled in a full-credit
162Advanced International Certificate of Education course who
163receives a score of E or higher on a subject examination. A
164value of 0.12 full-time equivalent student membership shall be
165calculated for each student enrolled in a half-credit Advanced
166International Certificate of Education course who receives a
167score of E or higher on a subject examination. A value of 0.3
168full-time equivalent student membership shall be calculated for
169each student who receives an Advanced International Certificate
170of Education diploma. Such value shall be added to the total
171full-time equivalent student membership in basic programs for
172grades 9 through 12 in the subsequent fiscal year.
173     2.  The school district shall distribute to each classroom
174teacher who provided Advanced International Certificate of
175Education instruction:
176     a.1.  A bonus in the amount of $50 for each student taught
177by the Advanced International Certificate of Education teacher
178in each full-credit Advanced International Certificate of
179Education course who receives a score of E or higher on the
180Advanced International Certificate of Education examination. A
181bonus in the amount of $25 for each student taught by the
182Advanced International Certificate of Education teacher in each
183half-credit Advanced International Certificate of Education
184course who receives a score of E or higher on the Advanced
185International Certificate of Education examination.
186     b.2.  An additional bonus of $500 to each Advanced
187International Certificate of Education teacher in a school
188designated with a grade of "D" or "F" who has at least one
189student scoring E or higher on the full-credit Advanced
190International Certificate of Education examination, regardless
191of the number of classes taught or of the number of students
192scoring an E or higher on the full-credit Advanced International
193Certificate of Education examination.
194     c.3.  Additional bonuses of $250 each to teachers of half-
195credit Advanced International Certificate of Education classes
196in a school designated with a grade of "D" or "F" which has at
197least one student scoring an E or higher on the half-credit
198Advanced International Certificate of Education examination in
199that class. The maximum additional bonus for a teacher awarded
200in accordance with this sub-subparagraph subparagraph shall not
201exceed $500 in any given school year. Teachers receiving an
202award under sub-subparagraph b. subparagraph 2. are not eligible
203for a bonus under this sub-subparagraph subparagraph.

205Bonuses awarded to a teacher according to this subparagraph
206paragraph shall not exceed $2,000 in any given school year and
207shall be in addition to any regular wage or other bonus the
208teacher received or is scheduled to receive.
209     3.  The school district shall distribute $50 to each high
210school student who receives a score of E or higher on the full-
211credit Advanced International Certificate of Education
212examination or $25 to each high school student who receives a
213score of E or higher on the half-credit Advanced International
214Certificate of Education examination.
215     (n)  Calculation of additional full-time equivalent
216membership based on College Board Advanced Placement scores of
217students.--
218     1.  A value of 0.24 full-time equivalent student membership
219shall be calculated for each student in each Advanced Placement
220course who receives a score of 3 or higher on the College Board
221Advanced Placement Examination for the prior year and such value
222shall be added to the total full-time equivalent student
223membership in basic programs for grades 9 through 12 in the
224subsequent fiscal year. Each district must allocate at least 80
225percent of the funds provided to the district for Advanced
226Placement instruction, in accordance with this subparagraph
227paragraph, to the high school that generates the funds.
228     2.  The school district shall distribute to each classroom
229teacher who provided Advanced Placement instruction:
230     a.1.  A bonus in the amount of $50 for each student taught
231by the Advanced Placement teacher in each Advanced Placement
232course who receives a score of 3 or higher on the College Board
233Advanced Placement Examination.
234     b.2.  An additional bonus of $500 to each Advanced
235Placement teacher in a school designated with a grade of "D" or
236"F" who has at least one student scoring 3 or higher on the
237College Board Advanced Placement Examination, regardless of the
238number of classes taught or of the number of students scoring a
2393 or higher on the College Board Advanced Placement Examination.

241Bonuses awarded to a teacher according to this subparagraph
242paragraph shall not exceed $2,000 in any given school year and
243shall be in addition to any regular wage or other bonus the
244teacher received or is scheduled to receive.
245     3.  The school district shall distribute $50 to each high
246school student who receives a score of 3 or higher on the
247College Board Advanced Placement Examination.
248     (o)  Calculation of additional full-time equivalent
249membership based on dual enrollment completion by students.--
250     1.  A value of 0.24 full-time equivalent student membership
251shall be calculated for each student who successfully completes
252a dual enrollment course and receives a grade of "A" or "B" for
253the prior year and such value shall be added to the total full-
254time equivalent student membership in basic programs for grades
2559 through 12 in the subsequent fiscal year.
256     2.  The school district shall distribute to each classroom
257teacher who provided dual enrollment instruction:
258     a.  A bonus in the amount of $50 for each student taught by
259the dual enrollment teacher in each dual enrollment course who
260successfully completes the dual enrollment course and receives a
261grade of "A" or "B."
262     b.  An additional bonus of $500 to each dual enrollment
263teacher in a school designated with a grade of "D" or "F" who
264has at least one student who successfully completes the dual
265enrollment course and receives a grade of "A" or "B."

267Bonuses awarded to a teacher according to this subparagraph
268shall be in addition to any regular wage or other bonus the
269teacher received or is scheduled to receive.
270     3.  The school district shall distribute $50 to each high
271school student who successfully completes a dual enrollment
272course and receives a grade of "A" or "B."
273     Section 4.  This act shall take effect July 1, 2008.
