A bill to be entitled
2An act relating to property appraisers; amending s.
3193.023, F.S.; providing an additional duty of property
4appraisers in making assessments of single-family
5residential property; amending s. 195.096, F.S.; requiring
6the department to review the assessment of certain
7property owned or controlled by property appraisers;
8requiring property appraisers to identify such property
9and make certain information available to the department;
10providing review requirements for the department;
11providing an effective date.

13Be It Enacted by the Legislature of the State of Florida:
14
15     Section 1.  Subsection (7) is added to section 193.023,
16Florida Statutes, to read:
17     193.023  Duties of the property appraiser in making
18assessments.--
19     (7)  In assessing single-family residential property, the
20property appraiser shall consider the effects on the real estate
21market of foreclosure sales and sales made under threat of
22foreclosure, when the number of such sales is sufficient to
23influence the market.
24     Section 2.  Subsection (10) is added to section 195.096,
25Florida Statutes, to read:
26     195.096  Review of assessment rolls.--
27     (10)  In addition to the review of assessment rolls of the
28county as set forth in this section, the assessment of any
29property subject to ad valorem taxation owned by the property
30appraiser of the county shall be subject to review by the
31department as provided in this subsection. For such property
32individually or jointly owned by the property appraiser, for all
33property held in trust or other representative capacity for the
34benefit of the property appraiser, and for all property owned by
35a closely held corporation or partnership in which the property
36appraiser owns more than a 25-percent interest, the department
37shall review no less frequently than once every 2 years the
38assessment of such property during its review of the assessment
39rolls pursuant to this section. The property appraiser shall
40identify to the department such property to be reviewed by the
41department and make available any data requested by the
42department to permit the department to perform such review. In
43conducting such review, the department shall comply with all
44standards with which property appraisers are required to comply.
45The department shall complete such reviews within the timeframes
46set forth for review of assessment rolls under this section.
47     Section 3.  This act shall take effect July 1, 2008.
