An act relating to school-based AIDS education; requiring

the Department of Education to award grants to public
4
school districts to implement school-based AIDS
5
educational activities; providing for the grant awards to
6
be made from funds appropriated by the Legislature;
7
specifying requirements for grant proposals by school
8
districts; requiring that the department consider
9
specified factors in awarding grants; requiring each
10
school district that receives a grant to file an annual
11
report with the department; providing an effective date.

Be It Enacted by the Legislature of the State of Florida:

Section 1. School-based AIDS education incentive grants.--
16
(1) Beginning with the 2008-2009 school year, from funds
17
appropriated by the Legislature for this purpose, the Department
18
of Education shall award grants on a competitive basis to public
19
school districts wishing to implement AIDS education activities
20
pursuant to this section. The grants shall be awarded annually by
21
October 1 of each year.

(2) A school district may apply for a school-based AIDS
23
education incentive grant by submitting a grant proposal to the
24
department by August 1 of each year on forms prescribed by the
25
department. In order to be considered for funding, the grant
26
proposal must include at least the following information and
27
assurances:

(a) A detailed description of the program to be
29
implemented, including a statement of program objectives,
30
activities, target population, number of students to be served,
31
and identification of all education programs, community agencies,
32
private-sector entities, or other personnel and resources
33
involved in program development and implementation.

(b) Assurance that parents and guardians will be involved
35
in the development and implementation of the program.
36
(c) A detailed program budget.
37
(d) Measures for evaluating the effectiveness of the
38
program, including outcomes.

(3) The department shall consider the following factors in
40
awarding grants under this section:
41
(a) The HIV/AIDS, STD, and teenage pregnancy rates within
42
the geographic area to be served by the program. Those geographic
43
areas that have high HIV/AIDS, STD, or teenage pregnancy rates
44
shall have priority for selection.

(b) The qualifications and training of personnel who will
46
be responsible for program administration and classroom
47
implementation.

(c) The extent to which the program will be coordinated
49
with the existing school comprehensive health education program.
50
(d) The potential outcome effectiveness of the program.
51
(e) The degree to which the program's objectives and
52
activities are consistent with the goals of this section.

(4) The department shall make available to each school
54
district applying for a school-based AIDS education incentive
55
grant information concerning all of the criteria used by the
56
department in selecting the proposals for funding.
57
(5) Each school district that is awarded a grant under this
58
section must submit an annual report to the department
59
documenting the extent to which the program objectives are being
60
met.

Section 2. This act shall take effect July 1, 2008.
