(13) "Victim" means:

(a) A person who suffers personal physical injury or death
9
as a direct result of a crime;

(b) Except as otherwise set forth in paragraph (3)(a)

concerning injuries to minors, a person less than 16 years of
12
age who was present at the scene of a crime, saw or heard the
13
crime, and suffered a psychiatric or psychological injury
14
because of the crime, but who was not physically injured; or
15
(c) A person against whom a forcible felony was committed
16
and who suffers a psychiatric or psychological injury as a
17
direct result of that crime but who does not otherwise sustain a
18
personal physical injury or death.
