A bill to be entitled
2An act relating to medical faculty certificate; amending
3s. 458.3145, F.S.; adding schools to the list of programs
4at which medical faculty certificateholders may practice;
5adding schools to the list of programs that are limited in
6the number of medical faculty certificateholders per
7school; providing an effective date.

9Be It Enacted by the Legislature of the State of Florida:

11     Section 1.  Subsections (1) and (4) of section 458.3145,
12Florida Statutes, are amended to read:
13     458.3145  Medical faculty certificate.--
14     (1)  A medical faculty certificate may be issued without
15examination to an individual who:
16     (a)  Is a graduate of an accredited medical school or its
17equivalent, or is a graduate of a foreign medical school listed
18with the World Health Organization;
19     (b)  Holds a valid, current license to practice medicine in
20another jurisdiction;
21     (c)  Has completed the application form and remitted a
22nonrefundable application fee not to exceed $500;
23     (d)  Has completed an approved residency or fellowship of
24at least 1 year or has received training which has been
25determined by the board to be equivalent to the 1-year residency
26requirement;
27     (e)  Is at least 21 years of age;
28     (f)  Is of good moral character;
29     (g)  Has not committed any act in this or any other
30jurisdiction which would constitute the basis for disciplining a
31physician under s. 458.331;
32     (h)  For any applicant who has graduated from medical
33school after October 1, 1992, has completed, before entering
34medical school, the equivalent of 2 academic years of
35preprofessional, postsecondary education, as determined by rule
36of the board, which must include, at a minimum, courses in such
37fields as anatomy, biology, and chemistry; and
38     (i)  Has been offered and has accepted a full-time faculty
39appointment to teach in a program of medicine at:
40     1.  The University of Florida,
41     2.  The University of Miami,
42     3.  The University of South Florida,
43     4.  The Florida State University, or
44     5.  The Florida International University,
45     6.  The University of Central Florida, or
46     7.  The Mayo Medical School at the Mayo Clinic in
47Jacksonville, Florida.
48     (4)  In any year, the maximum number of extended medical
49faculty certificateholders as provided in subsection (2) may not
50exceed 15 persons at each institution named in subparagraphs
51(1)(i)1.-6.1.-4. and at the facility named in s. 1004.43 and may
52not exceed 5 persons at the institution named in subparagraph
53(1)(i)7.5.
54     Section 2.  This act shall take effect July 1, 2008.
