2An act relating to newborn infant screening; creating the
3Newborn Screening Program Task Force within the Division
4of Children's Medical Services Network; providing purpose;
5providing membership and organization; requiring review of
6data and a study relating to newborn infant screening
7requirements; requiring a report; providing for
8termination of the task force; providing an effective
9date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  Newborn Screening Program Task Force.--
14     (1)  The Newborn Screening Program Task Force is created
15within the Division of Children's Medical Services Network of
16the Department of Health. The purpose of the task force is to
17conduct a study that identifies the strengths and weaknesses of
18and provides a strategic planning component for the Newborn
19Screening Laboratory in Jacksonville and followup programs
20provided by Children's Medical Services.
21     (2)  The task force shall consist of all members of the
22Genetics and Newborn Screening Advisory Council and invited
23consultants. The chair of the Genetics and Newborn Screening
24Advisory Council shall serve as the chair of the task force. All
25decisions of the task force shall be by majority vote of the
26members present at a duly convened meeting of the task force.
27All meetings and records of the task force are subject to the
28public records and meeting requirements of s. 119.07(1) and s.
2924, Art. I of the State Constitution.
30     (3)  Staff of the Division of Children's Medical Services
31Network shall be assigned by the director to provide support to
32the task force.
33     (4)  The task force shall review the Newborn Screening
34Laboratory and followup programs for strengths and weaknesses.
35All necessary research shall be completed no later than October
3631, 2008.
37     (5)  Based upon the data collected, the task force shall
38prepare a gap analysis study that includes, but is not limited
39to, service delivery on a disease-specific basis, provider
40availability, use of information technology resources,
41implementation of a continuity of care management system, and
42quality assurance of diagnostic and followup systems. The gap
43analysis study shall define the ideal program. For purposes of
44this section, the term "gap analysis" means an assessment tool
45that enables an agency or organization to compare its actual
46performance to its potential performance.
47     (6)  The task force shall submit the gap analysis study to
48the Secretary of Health, the Governor, the President of the
49Senate, and the Speaker of the House of Representatives no later
50than December 1, 2008.
51     (7)  The task force shall terminate upon the submission of
52the final study.
53     Section 2.  This act shall take effect July 1, 2008.
