     Section 2.  Subsection (12) of section 211.3103, Florida

8

Statutes, is added to read:

9

     211.3103  Levy of tax on severance of phosphate rock; rate,

10

basis, and distribution of tax.--

11

     (12) Beginning July 1, 2008, there is hereby levied a

12

surcharge per ton severed on the excise tax levied by this

13

section. Revenues derived from the surcharge shall be deposited

14

into the Nonmandatory Land Reclamation Trust Fund and shall be

15

exempt from the distribution formula provided in this section;

16

such revenues also shall be exempt from the General Revenue

17

service charge. Revenues derived from the surcharge shall be

18

used to augment funds appropriated for the rehabilitation,

19

management and closure of the Piney Point and Mulberry sites and

20

for approved reclamation of nonmandatory lands in accordance with

21

chapter 378.

     (a) The surcharge shall be levied as follows:

23

     1. $1.00 per ton severed for July 1, 2008 to December 31,

24

2009.

     2. $0.70 per ton severed for January 1, 2010 to December

26

31, 2010.

     3. $0.55 per ton severed for January 1, 2011 to December

28

31, 2011.

     4. $0.18 per ton severed for January 1, 2012 to December

30

31, 2013.

     5. $0.17 per ton severed for January 1, 2014 to December

32

31, 2015.

     6. $0.16 per ton severed for January 1, 2016 to June 30,

34

2018.

     (b) Beginning July 1, 2018, the surcharge authorized by

36

this subsection shall no longer be levied.
