     (a) Which does not knowingly offer for sale, directly or

indirectly, at wholesale or retail, prearranged travel, tourist-

related services, or tour-guide services for individuals or

groups to or from any terrorist state;

     (b) Which knowingly offers for sale, directly or

12

indirectly, at wholesale or retail, only prearranged travel,

13

tourist-related services, or tour-guide services for individuals

14

or groups to or from any terrorist state but engages in no other

15

business dealings or commerce with any terrorist state; or

16

     (c) Which knowingly offers for sale, directly or

17

indirectly, at
