The Committee on Health Regulation (Jones) recommended the

following amendment:

Between line(s) 265 and 266,

insert:

(d) A business plan, signed by the applicant, that details
8
the home health agency's methods to obtain patients and its plan
9
to recruit and maintain staff.
10
(e) Evidence of contingency funding equal to one month's
11
average operating expense over the first year of operation.
12
(f) A balance sheet, income and expense statement, and
13
statement of cash flows for the first 2 years of operation which
14
provide evidence of having sufficient assets, credit, and
15
projected revenues to cover liabilities and expenses. The
16
applicant has demonstrated financial ability to operate if the
17
applicant's assets, credit, and projected revenues meet or
18
exceed projected liabilities and expenses. An applicant may not
19
project an operating margin for any month in the first year of
20
operation of 15 percent or greater. All documents required under
21
this paragraph must be prepared in accordance with generally
22
accepted accounting principles and compiled and signed by a
23
certified public accountant.

(g) All other ownership interests in health care entities
25
for each controlling interest, as defined in part II of chapter
26
408.
