4     Between lines 4467 and 4468, insert:
5     Section 94.  Subsection (1) of section 316.605, Florida
6Statutes, is amended to read:
7     316.605  Licensing of vehicles.--
8     (1)  Every vehicle, at all times while driven, stopped, or
9parked upon any highways, roads, or streets of this state, shall
10be licensed in the name of the owner thereof in accordance with
11the laws of this state unless such vehicle is not required by
12the laws of this state to be licensed in this state and shall,
13except as otherwise provided in s. 320.0706 for front-end
14registration license plates on truck tractors, s. 320.0821 for
15registration license plates on wreckers, and s. 320.086(5) which
16exempts display of license plates on described former military
17vehicles, display the license plate or both of the license
18plates assigned to it by the state, one on the rear and, if two,
19the other on the front of the vehicle, each to be securely
20fastened to the vehicle outside the main body of the vehicle not
21higher than 60 inches and not lower than 12 inches from the
22ground and no more than 24 inches to the left or right of the
23centerline of the vehicle, and in such manner as to prevent the
24plates from swinging, and all letters, numerals, printing,
25writing, and other identification marks upon the plates
26regarding the word "Florida," the registration decal, and the
27alphanumeric designation shall be clear and distinct and free
28from defacement, mutilation, grease, and other obscuring matter,
29so that they will be plainly visible and legible at all times
30100 feet from the rear or front. Vehicle license plates shall be
31affixed and displayed in such a manner that the letters and
32numerals shall be read from left to right parallel to the
33ground. No vehicle license plate may be displayed in an inverted
34or reversed position or in such a manner that the letters and
35numbers and their proper sequence are not readily identifiable.
36Nothing shall be placed upon the face of a Florida plate except
37as permitted by law or by rule or regulation of a governmental
38agency. No license plates other than those furnished by the
39state shall be used. However, if the vehicle is not required to
40be licensed in this state, the license plates on such vehicle
41issued by another state, by a territory, possession, or district
42of the United States, or by a foreign country, substantially
43complying with the provisions hereof, shall be considered as
44complying with this chapter. A violation of this subsection is a
45noncriminal traffic infraction, punishable as a nonmoving
46violation as provided in chapter 318.
47     Section 95.  Subsection (5) is added to section 320.0821,
48Florida Statutes, is amended to read:
49     320.0821  Wrecker license plates.--
50     (5)  The owner of any wrecker issued a regular wrecker
51license plate shall display the license plate only on the front
52of the vehicle. Any wrecker issued gross vehicle weight wrecker
53license plates shall display the license plates on both the
54front and rear of the truck in conformance with all the
55requirements of s. 316.605 that do not conflict with this
56section.
