and insert:

(1) INCENTIVES.--
8
(a) A provider or school district may not provide
9
incentives to entice a student or a student's parent to choose a
10
provider. After a provider has been chosen, the student may be
11
awarded incentives for performance or attendance, the total value
12
of which may not exceed $50 per student per year.
13
(b) A provider may allow a student who has successfully
14
completed the program to retain instructional materials; however,
15
notwithstanding paragraph (a), a provider may not promote any
16
such retention of instructional materials as an incentive to
17
entice a student or a student's parent to participate in the
18
program. As used in this paragraph, the term "instructional
19
materials" means materials that are necessary for a student's
20
participation and completion of the program and may include, but
21
are not limited to, textbooks, workbooks, computers, and
22
educational software.

And the title is amended as follows:

On line 3, after the semicolon,

insert:

authorizing a provider of supplemental educational

33
"instructional materials";
