A bill to be entitled
2An act relating to the Sebring Airport Authority,
3Highlands County; amending section 8 of the charter of the
4Sebring Airport Authority; providing exceptions to
5requirements for sealed bids for contracts for
6professional services; providing requirements for
7procuring professional services; authorizing the authority
8to enter into continuing contracts; providing authority
9for selecting professional services providers under
10continuing contracts; providing an effective date.

12     WHEREAS, the Sebring Airport Authority owns and operates an
13airport and industrial park in Highlands County, and
14     WHEREAS, certain exceptions for requiring bids for the
15purchase of property and services should be included as commonly
16exist for units of local governments and special districts, and
17     WHEREAS, professional consultant selection procedures
18should be specified to permit maximum public benefit, NOW
19THEREFORE,

21Be It Enacted by the Legislature of the State of Florida:

23     Section 1.  Section 8 of the charter for the Sebring
24Airport Authority, as re-created and reenacted by section 3 of
25chapter 2005-300, Laws of Florida, is amended to read:
26     Section 8.  No contract for the construction, repair, or
27alteration of any facility or part of the same, or the purchase
28of equipment, services except professional services to which the
29Consultant's Competitive Negotiation Act applies, or supplies
30involving an expenditure of more than $10,000, shall be awarded
31by the authority unless the authority advertises for sealed bids
32at least once a week for 2 consecutive weeks and such contract
33is awarded to the lowest responsible bidder. However, the
34authority may reject all bids. Professional services shall be
35procured as provided in the Consultant's Competitive Negotiation
36Act, and the authority is authorized to enter into continuing
37contracts with multiple qualified professional service
38providers. If continuing contracts are executed between the
39authority and multiple qualified professional service providers,
40the authority is authorized to select one of the qualified
41professional services providers to prepare a scope of work, or
42design criteria package, as may be appropriate, and then request
43the remaining qualified professional service providers to submit
44bids on that project. The authority may utilize any other
45selection process or criteria authorized by law.
46     Section 2.  This act shall take effect upon becoming a law.
