8 | to enter into continuing contracts; providing authority |

10 | continuing contracts; providing an effective date. |

12 | WHEREAS, the Sebring Airport Authority owns and operates an |
13 | airport and industrial park in Highlands County, and |
14 | WHEREAS, certain exceptions for requiring bids for the |
15 | purchase of property and services should be included as commonly |
16 | exist for units of local governments and special districts, and |
17 | WHEREAS, professional consultant selection procedures |
18 | should be specified to permit maximum public benefit, NOW |
19 | THEREFORE, |

21 | Be It Enacted by the Legislature of the State of Florida: |

23 | Section 1. Section 8 of the charter for the Sebring |
24 | Airport Authority, as re-created and reenacted by section 3 of |
25 | chapter 2005-300, Laws of Florida, is amended to read: |
26 | Section 8. No contract for the construction, repair, or |
27 | alteration of any facility or part of the same, or the purchase |
28 | of equipment, services except professional services to which the |
29 | Consultant's Competitive Negotiation Act applies, or supplies |
30 | involving an expenditure of more than $10,000, shall be awarded |
31 | by the authority unless the authority advertises for sealed bids |
32 | at least once a week for 2 consecutive weeks and such contract |
33 | is awarded to the lowest responsible bidder. However, the |
34 | authority may reject all bids. Professional services shall be |
35 | procured as provided in the Consultant's Competitive Negotiation |
36 | Act, and the authority is authorized to enter into continuing |
37 | contracts with multiple qualified professional service |
38 | providers. If continuing contracts are executed between the |
39 | authority and multiple qualified professional service providers, |
40 | the authority is authorized to select one of the qualified |
41 | professional services providers to prepare a scope of work, or |
42 | design criteria package, as may be appropriate, and then request |
43 | the remaining qualified professional service providers to submit |
44 | bids on that project. The authority may utilize any other |
45 | selection process or criteria authorized by law. |
46 | Section 2. This act shall take effect upon becoming a law. |
