     Section 1.  Section 257.192, Florida Statutes, is amended to

9

read:

     257.192  Program grants.--The Division of Library and

11

Information Services is authorized to accept and administer

12

appropriations for library program grants and to make such grants

13

in accordance with the Florida long-range plan for library

14

services. All public libraries are encouraged to adopt an

15

Internet safety education program, including the implementation

16

of a computer-based educational program, which has been endorsed

17

by a United States government-sanctioned law enforcement agency

18

or other reputable organization and is designed for children and

19

adults. The purpose of the Internet safety education program is

20

to promote the use of prudent online deportment and broaden

21

awareness of online predators. The program shall be interactive

22

and age appropriate. Each library shall annually report to the

23

division the annual number of users who complete the education

24

program. By January 1, 2009, the division shall adopt rules for

25

rewarding each library in the program grant application process

26

for which 1 percent or more of its annual number of users, based

27

on the total number of registered borrowers from the preceding

28

year, have completed the education program adopted by the

29

library. Users completing the program as a result of strategic

30

partnerships or collaboration between the library and other

31

entities shall be integrated into the library's annual report.

The division shall adopt rules to allocate 10 percent of the

33

total points available in the library services and technology

34

grant application evaluation process to public libraries that are

35

in compliance with this section, beginning with the grant

36

application cycle for the 2010-2011 fiscal year.
