Section 23. Section 377.904, Florida Statutes, is created
10
to read:

377.904 Education on climate issues and energy
12
science.--The Florida Energy Commission shall develop an
13
educational policy for voluntary programs that informs the
14
public about the scientific aspects of energy generation, energy
15
use, energy conservation, climate change, and climate change
16
adaptation.
17
(1) The programs shall provide a coordinated, long-term
18
effort to increase public awareness of the causes and solutions
19
to energy and climate issues. These topics shall be included in
20
the curriculum at all education levels, from elementary schools
21
through state universities, and shall be required for the
22
certification of climate and energy-related professionals in
23
this state, such as architects, engineers, construction-related
24
professions, transportation-sector professions, and health care
25
providers.

(2) The Florida Energy Office shall be responsible for
27
coordinating the implementation of this policy through state and
28
local government agencies.

Section 24. Section 377.905, Florida Statutes, is created
30
to read:

377.905 Green businesses program.--
32
(1) The Florida Energy Commission shall develop a green
33
business program to recognize and award businesses that adopt
34
sound energy or sound environmental practices.
35
(2) The commission shall create the criteria needed for
36
recognizing and awarding all types of businesses. The commission
37
shall also create criteria for a graded award based on the
38
amount of carbon emission reductions a business achieves.
39
(3) In developing the program, the commission shall ensure
40
that the program is coordinated with similar programs currently
41
available through state agencies.
42
(4) The program shall provide for plaques and window
43
displays to be awarded to a business that has met the
44
appropriate criteria.
45
(5) The commission shall submit in its 2008 annual report
46
to the Legislature the recommendations it proposes be adopted by
47
the Legislature to implement the green business program.

Section 25. Section 377.907, Florida Statutes, is created
49
to read:

377.907 Lead-by-Example initiatives.--
51
(1) The Florida Energy Commission shall develop Lead-by-
52
Example initiatives to help state, county, and local governments
53
save money on energy costs. The commission shall also develop
54
recommendations to promote energy efficiency and clean energy
55
technologies by the public and private sectors.
56
(a) Recommendations by the commission shall, at a minimum,
57
include a requirement that all new state buildings be built in
58
compliance with Leadership in Energy and Environmental Design
59
(LEED) standards, Green Globes standards, Florida Green Building
60
Coalition standards, or any other nationally recognized and
61
verified energy efficiency building standard.
62
(b) The commission shall recommend energy efficient
63
operating policies for state buildings to be implemented by the
64
Florida Energy Office or appropriate state agency.
65
(2) The commission shall submit its first recommendations
66
in its annual report to the Legislature by December 31, 2009.
67
Periodically thereafter, the commission shall submit
68
recommendations for Lead-by-Example initiatives to the
69
Legislature.

Section 26. Section 377.909, Florida Statutes, is created
71
to read:

377.909 Energy-related research summits.--The Florida
73
Energy Commission shall, in coordination with the Florida Energy
74
Office, convene an annual energy-related research summit to
75
provide a forum for the state's academic and research community
76
to examine energy-related research initiatives and opportunities
77
for cooperative and collaborative research.

Section 27. Section 377.913, Florida Statutes, is created
79
to read:

377.913 Coordination of energy-related research and
81
development.--The Florida Energy Commission shall, in
82
cooperation and coordination with the state university system
83
and the independent colleges and universities, develop a
84
strategy for enhancing research that supports state energy
85
policy and that has a goal of deploying energy-related related
86
research and technology into the marketplace as soon as
87
possible.
