insert:

     (11) The commission shall establish a renewable portfolio

standard that requires utilities to generate or purchase a

10

specified percentage of their electrical power from renewable

11

energy resources located within the state, of which not less than

12

3 percent must be solar energy, if available, purchased directly

13

or through renewable energy credits.

insert:

requiring the Public Service Commission to establish a

prescribing a specified percentage of power generated that

must come from solar energy, if available;
