Section 110. (1) By July 1, 2009, the Agency for
7
enterprise Information Technology shall define objective
8
standards for:
9
(a) Measuring data center energy consumption and
10
efficiency, including, but not limited to, airflow and cooling,
11
power consumption and distribution, and environmental control
12
systems in a data center facility.
13
(b) Calculating total cost of ownership of energy-efficient
14
information technology products, including initial purchase,
15
installation, ongoing operation and maintenance, and disposal
16
costs over the life cycle of the product.
17
(2) State shared resource data centers and other data
18
centers that the Agency for Enterprise Information Technology has
19
determined will be recipients for consolidating data centers,
20
which are designated by the Agency for Enterprise Information
21
Technology, shall evaluate their data center facilities for
22
energy efficiency using the standards established in this
23
section.
24
(a) Results of these evaluations shall be reported to the
25
Agency for Enterprise Information Technology, the President of
26
the Senate, and the Speaker of the House of Representatives.
27
Reports shall enable the tracking of energy performance over time
28
and comparisons between facilities.

(b) By December 31, 2010, and bi-annually thereafter, the
30
Agency for Enterprise Information Technology shall submit to the
31
Legislature recommendations for reducing energy consumption and
32
improving the energy efficiency of state data centers.
33
(3) The primary means of achieving maximum energy savings
34
across all state data centers and computing facilities shall be
35
the consolidation of data centers and computing facilities as
36
determined by the Agency for Enterprise Information Technology.

State data centers and computing facilities in the state data
38
center system shall be established as an enterprise information
39
technology service as defined in s. 282.0041. The Agency for
40
Enterprise Information Technology shall make recommendations on
41
consolidating state data centers and computing facilities,
42
pursuant to s. 282.0056, by December 31, 2009.
43
(4) When the total cost of ownership of an energy-efficient
44
product is less than or equal to the cost of the existing data
45
center facility or infrastructure, technical specifications for
46
energy-efficient products should be incorporated in the plans and
47
processes for replacing, upgrading, or expanding data center
48
facilities or infrastructure, including, but not limited to,
49
network, storage, or computer equipment and software.
