     Section 23.  Section 377.950, Florida Statutes, is created

9

to read:

     377.950 .--Greenhouse Gas Registry and Inventory--

11

(1) The legislature declares its support for this State's

12

participation in the Climate Registry which Florida joined as a

13

founding member in May 2007. The Climate Registry is an

14

international organization of, as of November 7, 2007, 40

15

states, plus the District of Columbia, four Native American

16

Tribes, four Canadian Provinces and one Mexican State with the

17

common goal of developing and managing a greenhouse gas

18

reporting system with high integrity that is capable of

19

supporting various greenhouse gas emission reporting and

20

reduction polices for our member states and other reporting

21

entities. It will provide an accurate, transparent, and

22

verified set of greenhouse gas emission data from reporting

23

entities, supported by a robust accounting and verification

24

infrastructure. As such, it will greatly assist Florida in

25

developing its own registry.

(2) The Department of Environmental Protection shall

27

maintain a greenhouse gas registry and inventory. Reporting to

28

the Department shall be mandatory for all of state government

29

and all utilities operating in the State. Reporting shall be

30

optional for county governments and all other businesses. The

31

Department shall seek ways to assist local governments, counties

32

and businesses to voluntarily participate in the Department's

33

registry and inventory.

(3) The Department shall have rule making authority to

35

adopt and implement methodologies for the recording and

36

monitoring of emissions of greenhouse gas and to maintain a

37

ledger to record reductions in such emissions.

     Section 24.  Section 377.975, Florida Statutes, is created

39

to read:

40

     377.975 .-- Greenhouse Gas Emission Targets.--

41

(1) It is the intent of the Legislature that the initial

42

greenhouse gas emission targets established in this section are

43

to provide guidance in Florida's long term response to global

44

warming. As such, no specific implementing policies to achieve

45

greenhouse gas emission reductions are statutorily specified.

46

(2) The State's initial long-term reduction targets for

47

greenhouse gas emissions are as follows:

48

by 2020 achieve 2000 emission levels,

49

by 2030 achieve 1990 emission levels, and

50

by 2050 achieve 80% below 1990 levels

51

(3) The targets established in section are subject to

52

review in 2013. Such review will require the Legislature to

53

reassess the relevant concepts, science, economics, and state

54

policies to determine if such targets should be changed, and, if

55

so, what the new targets should be.
