Senator Saunders moved the following amendment:

     Section 23. (1) The Legislature declares that there is an

7

important state interest in promoting the construction of energy-

8

efficient and sustainable buildings. Government leadership in

9

promoting these standards is vital to demonstrate the state's

10

commitment to energy conservation, saving taxpayers money, and

11

raising public awareness of energy-rating systems.

     (2) All county, municipal, school district, water

13

management district, state university, community college, and

14

Florida state court buildings shall be constructed to meet the

15

United States Green Building Council (USGBC) Leadership in Energy

16

and Environmental Design (LEED) rating system, the Green Building

17

Initiative's Green Globes rating system, the Florida Green

18

Building Coalition standards, or a nationally recognized, high-

19

performance green building rating system as approved by the

20

Department of Management Services. This section shall apply to

21

all county, municipal, school district, water management

22

district, state university, community college, and Florida state

23

court buildings the architectural plans of which are commenced

24

after July 1, 2008.

     (3) The Department of Education and the Department of

26

Environmental Protection shall, in coordination with

27

representatives of the business community, the environmental

28

community, and the energy community, develop a program to provide

29

awards or recognition for outstanding efforts or achievements

30

concerning conservation, reductions in energy and water use,

31

green cleaning solutions, green pest management, recycling

32

efforts, and curriculum development that is consistent with

33

efforts that enhance the quality of education while preserving

34

the environment. Entities that are eligible for such an award or

35

recognition include students, classes, teachers, schools, or

36

district school boards. The Legislature encourages the Department

37

of Education and the Department of Environmental Protection to

38

form partnerships with the private sector to help fund the

39

program.
