Section 41. Section 1004.648, Florida Statutes, is created
9
to read:

1004.648 Florida Energy Systems Consortium.--
11
(1) There is created the Florida Energy Systems Consortium
12
(FESC or Consortium) to promote collaboration between experts in
13
the State University system for the purpose of developing and
14
implementing a comprehensive, long-term, environmentally
15
compatible, sustainable, and efficient energy strategic plan for
16
the State. The Consortium will focus on an overall broad systems
17
approach from energy resource to consumer and for producing
18
innovative energy systems that will lead to alternative energy
19
strategies, improved energy efficiencies and expanded economic
20
development for the State. The Consortium shall consist of the
21
University of Florida, Florida State University, the University
22
of South Florida, the University of Central Florida, and Florida
23
Atlantic University. The Consortium shall be administered at the
24
University of Florida by a Director whom shall report to an
25
Oversight Board which shall consist of the Vice President for
26
Research at each of the five universities. The Oversight Board
27
shall have ultimate responsibility for both the technical
28
performance and financial management of the FESC. In performing
29
its activities, the FESC will collaborate with the Florida Energy
30
Commission (FEC), as established in s. 377.901, Florida Statutes,
31
as well as with industry and other affected parties.

(2) Through collaborative research and development across
33
the State University System and industry, the goal of the FESC is
34
to become a world leader in energy research, education,
35
technology, and energy systems analysis. In so doing, the
36
Consortium shall:

a. Coordinate and initiate increased collaborative
38
interdisciplinary energy research amongst universities and the
39
energy industry.

b. Create a Florida energy technology industry.
41
c. Provide a State resource for objective energy systems
42
analysis.
43
d. Develop education and outreach programs to prepare a
44
qualified energy workforce and informed public.
45
(3) To promote collaboration between researchers within the
46
State University System, with industry, and other external
47
partners, the Consortium will receive input from an external,
48
industry-dominated Advisory Board. The University Council, which
49
shall consist of one member from each university designated by
50
the corresponding Vice President for Research, will provide
51
guidance on vision and direction to the Director. The Board, the
52
chair of the Florida Energy Commission, and the Council shall
53
constitute the Steering Committee. The Steering Committee is
54
responsible for establishing and assuring the success of the
55
FESC's strategic plan.

(4) A major focus of the FESC will be to expedite
57
commercialization of innovative energy technologies by taking
58
advantage of State University System energy expertise, high
59
technology incubators, industrial parks, and industry-driven
60
research centers to attract companies to establish manufacturing
61
in the State and transition technologies into the State economy.

(5) The Consortium shall solicit and leverage state,
63
federal, and private funds for the purpose of conducting
64
education, research and development in the area of sustainable
65
energy. The Oversight Board shall ensure that the FESC maintains
66
accurate records of any funds received by the Consortium.

(6) Through research and instructional programs, the
68
faculty associated with the Consortium shall coordinate a state-
69
wide workforce development initiative focusing on college-level
70
degrees, technician training, and public and commercial sectors
71
awareness. The Consortium will develop specific programs
72
targeted at preparing graduates with a background in energy,
73
continuing education courses for technical and non-technical
74
professionals, and modules, laboratories, and courses to be
75
shared among the universities. FESC will work with the Florida
76
Community College system using the Florida Advanced Technological
77
Education Center (FLATE) for the coordination and design of
78
industry-specific training programs for technicians.

(7) By November 1 of each year, FESC shall submit an annual
80
report to the Governor, the President of the Senate, the Speaker
81
of the House of Representatives and the Florida Energy Commission
82
regarding its activities including, but not limited to,
83
education, research, development, and deployment of alternative
84
energy technologies.
