     Section 23.  Section 377.907, Florida Statutes, is created

10

to read:

     377.907 Lead-by-Example initiatives.--

12

     (1) The Florida Energy Commission shall develop Lead-by-

13

Example initiatives to help state, county, and local governments

14

save money on energy costs. The commission shall also develop

15

recommendations to promote energy efficiency and clean energy

16

technologies by the public and private sectors.

17

     (a) The commission shall, at a minimum, include in its

18

recommendations a requirement that all new state buildings be

19

built in compliance with Leadership in Energy and Environmental

20

Design (LEED) standards, Green Globes standards, Florida Green

21

Building Coalition standards, or any other nationally recognized

22

and verified energy efficiency building standard.

23

     (b) The commission shall recommend energy efficient

24

operating policies for state buildings to be implemented by the

25

Florida Energy Office or appropriate state agency.

26

     (2) The commission shall submit the recommendations in its

27

annual report to the Legislature by December 31, 2009.

28

Periodically thereafter, the commission shall submit

29

recommendations for Lead-by-Example initiatives to the

30

Legislature.
