Section 23. Part V of chapter 377, Florida Statutes,
9
consisting of sections 377.950 and 377.975, is created to read:
10
377.950 Greenhouse gas registry and inventory.--
11
(1) The Legislature declares its support for this state's
12
participation in the climate registry, which this state joined
13
as a founding member in May 2007. The climate registry is an
14
international organization of, as of November 7, 2007, 40
15
states, plus the District of Columbia, four Native American
16
Tribes, four Canadian Provinces, and one Mexican State, which
17
has the common goal of developing and managing a greenhouse gas
18
reporting system of high integrity which is capable of
19
supporting various policies for reporting and reducing
20
greenhouse gas emissions of the member states and other
21
reporting entities. The climate registry will provide an
22
accurate, transparent, and verified set of data concerning
23
greenhouse gas emissions from reporting entities which is
24
supported by a robust accounting and verification
25
infrastructure. As such, the registry will greatly assist this
26
state in developing its own registry.

(2) The Department of Environmental Protection shall
28
maintain a greenhouse gas registry and inventory. Reporting to
29
the department is mandatory for all agencies of the state and
30
all utilities operating in this state. Reporting data by
31
counties and private businesses is discretionary. The department
32
shall seek ways to assist local governments, counties, and
33
businesses to voluntarily participate in the department's
34
registry and inventory.

(3) The department may adopt rules to implement
36
methodologies for recording and monitoring emissions of
37
greenhouse gases and for maintaining a ledger to record
38
reductions in such emissions.

377.957 Greenhouse gas emission targets.--
40
(1) It is the intent of the Legislature that the initial
41
greenhouse gas emission targets established in this section are
42
to provide guidance in this state's long-term response to global
43
warming. As such, no specific implementing policies to achieve
44
greenhouse gas emission reductions are statutorily specified.
45
The appropriate mechanism to develop such polices is by the
46
Florida Energy Commission using a consensus-based, stakeholder-
47
driven process.

(2) This state's initial long-term reduction targets for
49
greenhouse gas emissions are as follows:
50
(a) By 2020 achieve 2000 emission levels;
51
(b) By 2030 achieve 1990 emission levels; and
52
(c) By 2050 achieve 80 percent below 1990 levels.
53
(3) The targets established in this section are subject to
54
review in 2013. The Florida Energy Commission and the
55
Legislature shall reassess the relevant concepts, science,
56
economics, and state policies in order to determine if the
57
targets should be changed and, if so, what the new targets
58
should be.

(4) Starting in 2014, the Florida Energy Commission shall
60
provide an annual assessment report on the progress being made
61
in achieving the emission-reduction targets. Such assessment
62
report will be provided to the Legislature as part of the
63
commission's annual report to the Legislature due by December 31
64
of each year.
