The Committee on Banking and Insurance (Gaetz) recommended the

following amendment:

     Senate Amendment

     Delete line(s) 47-84

and insert:

     (a) The Governor or the Governor's designee. The Governor

9

shall serve as chair of the council.

10

     (b) The Chief Financial Officer or the Chief Financial

11

Officer's designee. The Chief Financial Officer shall serve as

12

vice chair of the council.

13

     (c) One member of the Senate appointed by the President of

14

the Senate.

15

     (d) One member of the House of Representatives appointed

16

by the Speaker of the House of Representatives.

17

     (e) The Insurance Consumer Advocate appointed pursuant to

18

s. 627.0613, Florida Statutes.

19

     (f) The Commissioner of Insurance Regulation or the

20

commissioner's designee.

21

     (g) The Secretary of Business and Professional Regulation

22

or the secretary's designee.

     (h) Four representatives of title insurers doing business

24

in the state from four different title insurers, appointed by

25

the President of the Senate. No more than one representative may

26

be named from each affiliated group of corporations as defined

27

in s. 624.509(5)(a)2., Florida Statutes. Such appointments may

28

not overlap with those insurer appointments made under paragraph

29

(i).

     (i) Four representatives of title insurers doing business

31

in the state from four different title insurers, appointed by

32

the Speaker of the House of Representatives. No more than one

33

representative may be named from each affiliated group of

34

corporations as defined in s. 624.509(5)(a)2., Florida Statutes.

Such appointments may not overlap with those insurer

36

appointments made under paragraph (h).

     (j) Three independent licensed title insurance agents

38

appointed by the President of the Senate.

     (k) Three independent licensed title insurance agents

40

appointed by the Speaker of the House of Representatives.

     (l) Two members of the Real Property, Probate and Trust

42

Law Section of The Florida Bar who are practicing real estate

43

attorneys not employed by a title insurer. The designation of

44

such members shall be made by the Real Property, Probate and

45

Trust Law Section of The Florida Bar.

     (4) The council shall be administratively supported by the

47

staff of the Office of the Governor. The Department of
