     Section 2.  Subsection (15) is added to section 163.3246,

Florida Statutes, to read:

     163.3246  Local government comprehensive planning

certification program.--

     (15) Notwithstanding any provision of this section to the

contrary, a municipality that meets the criteria of subsection

15

(10) shall remain certified for as long as it is designated a

16

rural area of critical economic concern.
