Section 1. Section 1001.60, Florida Statutes, is created to
8
read:
9
1001.60 Florida College System.--
10
(1) PURPOSES. In order to maximize open access for
11
students, respond to community needs for postsecondary academic
12
education and career degree education, and provide associate and
13
baccalaureate degrees that will best meet the state's employment
14
needs, the Legislature hereby establishes a system of governance
15
for the Florida college system.
16
(2) FLORIDA COLLEGE SYSTEM. There shall be a single
17
Florida college system comprised of two-year and four-year public
18
postsecondary educational institutions that grant academic
19
degrees at the undergraduate level as provided by law. An
20
institution within the Florida college system may not offer
21
graduate degree programs.

(a) The programs and services offered by institutions in
23
the Florida college system in providing associate and
24
baccalaureate degrees shall be delivered in a cost-effective
25
manner that demonstrates substantial savings to the student and
26
to the state over the cost of providing the degree at a state
27
university.

(b)1. An institution in the Florida college system may drop
29
the term "community" from the name of the institution if it has
30
been authorized to grant baccalaureate degrees pursuant to ss.
31
1004.73 or 1007.33 or if it has received approval from the State
32
Board of Education pursuant to this paragraph.

2. With the approval of an institution's local board of
34
trustees, any institution in the Florida college system may
35
request approval from the State Board of Education to drop the
36
term "community" from the institution's name. The State Board of
37
Education may approve the request if the institution enters into
38
an agreement with the State Board of Education to do the
39
following:

a. Maintain as the institution's primary mission
41
responsibility for responding to community needs for
42
postsecondary academic education and career degree education as
43
prescribed in s. 1004.65(6).
44
b. Maintain an open-door admissions policy for associate
45
level degree programs and workforce education programs.
46
c. Continue to provide outreach to underserved populations.
47
d. Continue to provide remedial education.
48
e. Comply with all provisions of the statewide articulation
49
agreement that relate to 2-year and 4-year public degree-granting
50
institutions as adopted by the State Board of Education pursuant
51
to s. 1007.23.

(3) LOCAL BOARDS OF TRUSTEES. Each institution within the
53
Florida college system shall be governed by a local board of
54
trustees as provided in s. 1001.64. The membership of each local
55
board of trustees shall be as provided in s. 1001.61.
