Senator Wilson moved the following amendment:

     Between line(s) 1219 and 1220,

insert:

     Section 10.  Paragraph (a) of subsection (1) of section

7

409.91211, Florida Statutes, as amended by chapter 2007-331, Laws

8

of Florida, is amended to read:

9

     409.91211  Medicaid managed care pilot program.--

10

     (1)(a)  The agency is authorized to seek and implement

11

experimental, pilot, or demonstration project waivers, pursuant

12

to s. 1115 of the Social Security Act, to create a statewide

13

initiative to provide for a more efficient and effective service

14

delivery system that enhances quality of care and client outcomes

15

in the Florida Medicaid program pursuant to this section. Phase

16

one of the demonstration shall be implemented in two geographic

17

areas. One demonstration site shall include only Broward County.

18

A second demonstration site shall initially include Duval County

19

and shall be expanded to include Baker, Clay, and Nassau Counties

20

within 1 year after the Duval County program becomes operational.

21

Persons with developmental disabilities as defined by s.

22

393.063(9), children found to be dependent pursuant to s.

23

39.01(14), adults with serious mental illness as defined in s.

24

1912 (c) of the Public Health Service Act, children with special

25

health care needs as defined by s. 391.021(2) or s. 391.029, and

26

recipients who meet the institutional or "ICP" level of care

27

required for Medicaid nursing home care or enrollment in a

28

Medicaid home-based or community-based waiver and dual eligible

29

individuals are excluded from mandatory enrollment in the pilot

30

program until the service delivery systems described in

31

paragraphs (3)(ee),(ff), (gg), and (hh) have been developed and

32

evaluated for a period of at least 1 year and until the

33

Legislature expressly authorizes their mandatory enrollment. The

34

agency shall implement expansion of the program to include the

35

remaining counties of the state and remaining eligibility groups

36

in accordance with the process specified in the federally

37

approved special terms and conditions numbered 11-W-00206/4, as

38

approved by the federal Centers for Medicare and Medicaid

39

Services on October 19, 2005, with a goal of full statewide

40

implementation by June 30, 2011.
