An act relating to medical research; amending s. 381.922,

F.S., relating to the William G. "Bill" Bankhead, Jr., and

David Coley Cancer Research Program; revising the annual

appropriation for the program; amending s. 1004.445, F.S.,

relating to the Johnnie B. Byrd, Sr., Alzheimer's Center
7
and Research Institute; revising the annual appropriation
8
for the institute; providing an effective date.

Be It Enacted by the Legislature of the State of Florida:

Section 1. Subsection (5) of section 381.922, Florida
13
Statutes, is amended to read:

381.922 William G. "Bill" Bankhead, Jr., and David Coley
15
Cancer Research Program.--
16
(5) Beginning in the 2008-2009 fiscal year 2006-2007, the
17
sum of $7.5 million $9 million is appropriated annually from
18
recurring funds in the General Revenue Fund to the Biomedical
19
Research Trust Fund within the Department of Health for purposes
20
of the William G. "Bill" Bankhead, Jr., and David Coley Cancer
21
Research Program and shall be distributed pursuant to this
22
section to provide grants to researchers seeking cures for
23
cancer, with emphasis given to the goals enumerated in s.
24
381.921. From the total funds appropriated, an amount of up to 10
25
percent may be used for administrative expenses.

Section 2. Subsection (12) of section 1004.445, Florida
27
Statutes, is amended to read:

1004.445 Johnnie B. Byrd, Sr., Alzheimer's Center and
29
Research Institute.--

(12) Beginning in the 2008-2009 fiscal year 2007-2008, the
31
sum of $5 million $13.5 million is appropriated annually from
32
recurring funds in the General Revenue Fund to the Grants and
33
Donations Trust Fund within the Department of Elderly Affairs for
34
the Johnnie B. Byrd, Sr., Alzheimer's Center and Research
35
Institute at the University of South Florida for the purposes as
36
provided under paragraph (6)(a), conducting and supporting
37
research, providing institutional research grants and
38
investigator-initiated research grants, developing and operating
39
integrated data projects, and providing assistance to statutorily
40
designated memory disorder clinics as provided under s. 430.502.
41
Not less than 80 percent of the appropriated funds shall be
42
expended for these purposes, and not less than 20 percent of the
43
appropriated funds shall be expended for peer-reviewed
44
investigator-initiated research grants.

Section 3. This act shall take effect July 1, 2008.
