Senators Wise, King, and Hill moved the following amendment:

     Between line(s) 1330 and 1331,

insert:

     Section 24.  Paragraphs (f) and (g) of subsection (1) of

7

section 1012.985, Florida Statutes, are amended to read:

8

     1012.985  Statewide system for inservice professional

9

development.--

10

     (1)  The intent of this section is to establish a statewide

11

system of professional development that provides a wide range of

12

targeted inservice training to teachers, managers, and

13

administrative personnel designed to upgrade skills and knowledge

14

needed to reach world class standards in education. The system

15

shall consist of a network of professional development academies

16

in each region of the state which are operated in partnership

17

with area business partners to develop and deliver high-quality

18

training programs purchased by school districts. The academies

19

shall be established to meet the human resource development needs

20

of professional educators, schools, and school districts. Funds

21

appropriated for the initiation of professional development

22

academies shall be allocated by the Commissioner of Education,

23

unless otherwise provided in an appropriations act. To be

24

eligible for startup funds, the academy must:

25

     (f)  Be financed during the first year of operation by an

26

equal or greater match from private funding sources and

27

demonstrate the ability to be self-supporting within 1 year after

28

opening through fees for services, grants, or private

29

contributions. Thereafter, the academy shall operate through

30

contracts with one or more school districts and through grants,

31

private contributions, or other business arrangements consistent

32

with the mission of the academy. Regional educational consortia

33

as defined in s. 1001.451 which serve rural areas of critical

34

economic concern are exempt from the funding match required by

35

this paragraph.

     (g)  Own or lease a facility that can be used to deliver

37

training onsite and through distance learning and other

38

technology-based delivery systems, and have entered into such

39

partnerships or agreements as necessary to carry out the intent

40

of this paragraph. The participating district school boards may

41

lease a site or facility to the academy for a nominal fee and may

42

pay all or part of the costs of renovating a facility to

43

accommodate the academy. The academy is responsible for all

44

operational, maintenance, and repair costs.
