3     Amendment (with title amendment)
4     Between lines 71 and 72, insert:
5     Section 2.  Paragraph (mmm) is added to subsection (4) of
6section 320.08056, Florida Statutes, to read:
7     320.08056  Specialty license plates.--
8     (4)  The following license plate annual use fees shall be
9collected for the appropriate specialty license plates:
10     (mmm)  Fraternal Order of Police license plate, $25.
11     Section 3.  Subsection (65) is added to section 320.08058,
12Florida Statutes, to read:
13     320.08058  Specialty license plates.--
14     (65)  FRATERNAL ORDER OF POLICE LICENSE PLATES.--
15     (a)  Notwithstanding s. 320.08053, the department and the
16Florida Fraternal Order of Police shall develop a Fraternal
17Order of Police license plate as provided in this section.
18Fraternal Order of Police license plates must bear the colors
19and design approved by the department. The word "Florida" must
20appear at the top of the plate, and the words "Fraternal Order
21of Police" must appear at the bottom of the plate.
22     (b)  The requirements of s. 320.08053 must be met prior to
23the issuance of the plate. Thereafter, the license plate annual
24use fees shall be distributed to the Florida State Lodge
25Fraternal Order of Police Memorial Committee, Inc., a 501(c)(3)
26corporation, to fund programs involved in the honoring of law
27enforcement officers who have fallen in the line of duty and
28their families. Such funds may be used to provide maintenance of
29the memorial, scholarship programs for spouses and children of
30fallen officers, and transportation, food, counseling, and other
31direct administrative and program expenses. The funds may also
32be used as grants for expansion of programs for the Florida
33Fraternal Order of Police Law Enforcement Memorial. Florida
34State Lodge Fraternal Order of Police Memorial Committee, Inc.,
35may retain all revenue from the annual use fees until all
36startup costs for developing and establishing the plate have
37been recovered. Thereafter, up to 10 percent of the annual use
38fee revenue may be used for promotion and marketing of the plate
39and as necessary for annual audit or compliance affidavit costs.
