     (17) After the United States Congress appropriates at

least $340 million for the commuter rail service in what is

commonly identified as the Central Florida Rail Corridor, the

department is authorized to purchase the required right-of-way,

improvements, and appurtenances of the A-Line rail corridor from

12

CSX Transportation, Inc., for a maximum purchase price of $450

13

million for the primary purpose of implementing such commuter

14

rail service, and consisting of an approximately
