Section 27. Paragraph (mmm) is added to subsection (4) of

section 320.08056, Florida Statutes, to read:

320.08056 Specialty license plates.--

(4) The following license plate annual use fees shall be

collected for the appropriate specialty license plates:

(mmm) Fraternal Order of Police license plate, $25.

(65) FRATERNAL ORDER OF POLICE LICENSE PLATES.--

(a) Notwithstanding s. 320.08053, the department and the
17
Florida Fraternal Order of Police shall develop a Fraternal Order
18
of Police license plate as provided in this section. Fraternal
19
Order of Police license plates must bear the colors and design
20
approved by the department. The word "Florida" must appear at the
21
top of the plate, and the words "Fraternal Order of Police" must
22
appear at the bottom of the plate.

(b) The requirements of s. 320.08053 must be met prior to
24
the issuance of the plate. Thereafter, the license plate annual
25
use fees shall be distributed to the Florida State Lodge
26
Fraternal Order of Police Memorial Committee, Inc., a 501(c)(3)
27
corporation, to fund programs involved in the honoring of law
28
enforcement officers who have fallen in the line of duty and
29
their families. Such funds may be used to provide maintenance of
30
the memorial, scholarship programs for spouses and children of
31
fallen officers, and transportation, food, counseling, and other
32
direct administrative and program expenses. The funds may also be
33
used as grants for expansion of programs for the Florida
34
Fraternal Order of Police Law Enforcement Memorial. Florida State
35
Lodge Fraternal Order of Police Memorial Committee, Inc., may
36
retain all revenue from the annual use fees until all startup
37
costs for developing and establishing the plate have been
38
recovered. Thereafter, up to 10 percent of the annual use fee
39
revenue may be used for promotion and marketing of the plate and
40
as necessary for annual audit or compliance affidavit costs.
