(5) Permit fees for businesses that participate in the logo

10

program must be established in an amount not less than sufficient

11

to offset the total cost to the department for the program,

12

including contract costs. The department shall provide the

13

services in the most efficient and cost-effective manner through

14

department staff or by contracting for some or all of the

15

services. Such annual permit fee shall not exceed $1,250) The

16

department shall adopt rules that set reasonable rates based on

17

market demand. The rates charged shall be tiered according to

18

the average daily traffic count at each logo location, with the

19

lowest rates for the lowest traffic counts. After recovering

20

program costs, the proceeds from the logo program shall be

21

deposited into the State Transportation Trust Fund and used for

22

transportation purposes.
