Section 44. Section 316.0083, Florida Statutes, is created

to read:

316.0083 Regulation and use of cameras for enforcement of
12
provisions of this chapter.--The regulation and use of cameras
13
for enforcing the provisions of this chapter are expressly
14
preempted to the state. Until July 1, 2013, a device that was
15
procured from a signed contract dated on or before April 1, 2008,
16
and that uses one or more vehicle sensors installed to work in
17
conjunction with a traffic control signal and one or more cameras
18
that are synchronized to automatically record two or more
19
sequenced photographic or electronic images or streaming video of
20
only the rear of a motor vehicle at the time the vehicle fails to
21
stop behind the stop bar or clearly marked stop line when facing
22
a traffic control signal steady red light is authorized to
23
enforce civil violations of ordinances existing on or before
24
April 1, 2008.
