The Committee on Governmental Operations (Dean) recommended the

following amendment:

     Delete everything after the enacting clause

and insert:

     Section 1.  Subsection (3) is added to section 257.12,

9

Florida Statutes, to read:

10

     257.12  Division of Library and Information Services

11

authorized to accept and expend federal funds.--

12

     (1)  The Division of Library and Information Services of the

13

Department of State is designated as the state library

14

administrative agency authorized to accept, receive, administer,

15

and expend any moneys, materials, or any other aid granted,

16

appropriated, or made available by the United States or any of

17

its agencies for the purpose of giving aid to libraries and

18

providing educational library service in the state.

19

     (2)  The division is authorized to file any accounts

20

required by federal law or regulation with reference to receiving

21

and administering all such moneys, materials, and other aid for

22

said purposes; provided, however, that the acceptance of such

23

moneys, materials, and other aid shall not deprive the state from

24

complete control and supervision of its library.

     (3) All public libraries are encouraged to adopt an

26

Internet safety education program, including the implementation

27

of a computer-based educational program, which has been endorsed

28

by a United States government-sanctioned law enforcement agency

29

or other reputable organization and is designed for children and

30

adults. The purpose of the Internet safety education program is

31

to promote the use of prudent online deportment and broaden

32

awareness of online predators. The program shall be interactive

33

and age-appropriate. Each library shall annually report to the

34

division the annual number of users who complete the education

35

program. By April 1, 2009, the division shall adopt rules for

36

rewarding those libraries in the program grant application

37

process which have had 1 percent or more of their annual number

38

of users, based on the total number of registered borrowers from

39

the preceding year, complete the education program adopted by the

40

library. Users completing the program as a result of strategic

41

partnerships or collaboration between the library and other

42

entities shall be integrated into the library's annual report.

The division shall adopt rules to allocate 10 percent of the

44

total points available in the library services and technology

45

grant application evaluation process to public libraries that are

46

in compliance with this section, beginning with the grant

47

application cycle for the 2010-2011 fiscal year.

     Section 2.  This act shall take effect. July 1, 2008.

Department of State the number of users who complete the

62

program; requiring that the division adopt rules to award

63

additional points to grant applicants implementing such a

64

program; providing an effective date.
