Section 8. All public libraries are encouraged to adopt an
7
Internet safety education program, including the implementation
8
of a computer-based educational program, which has been endorsed
9
by a United States government-sanctioned law enforcement agency
10
or other reputable organization and is designed for children and
11
adults. The purpose of the Internet safety education program is
12
to promote the use of prudent online deportment and broaden
13
awareness of online sexual offenders and predators. The program
14
shall be interactive and age-appropriate. Each library shall
15
annually report to the division the annual number of users who
16
complete the education program. By April 1, 2009, the Division of
17
Library and Information Services of the Department of State shall
18
adopt rules for rewarding those libraries in the program grant
19
application process which have had 1 percent or more of their
20
annual number of users, based on the total number of registered
21
borrowers from the preceding year, complete the education program
22
adopted by the library. Users completing the program as a result
23
of strategic partnerships or collaboration between the library
24
and other entities shall be integrated into the library's annual
25
report. The division shall adopt rules to allocate 10 percent of
26
the total points available in the library services and technology
27
grant application evaluation process to public libraries that are
28
in compliance with this section, beginning with the grant
29
application cycle for the 2010-2011 fiscal year.
