The Committee on Community Affairs (Siplin) recommended the

Section 1. The Legislature recognizes that equity in
8
contracting is a basic tenet of public procurement; that such
9
equity reduces the appearance and opportunity for favoritism and
10
inspires public confidence that contracts are awarded equitably
11
and economically; and that documentation of the acts taken and
12
effective monitoring mechanisms are important means of curbing
13
any improprieties and establishing public confidence in the
14
process by which services are procured. To promote this basic
15
tenet, the Legislature encourages each county, municipality,
16
special district as defined in chapter 189, or other political
17
subdivisions of the state, to be governed by the provisions of
18
this section, to establish a goal of 20 percent participation by
19
minority business enterprises, as defined in s. 288.703(2)(a) and
20
(b), Florida Statutes, on all competitively-awarded contracts for
21
public works. The Legislature finds that these minority business
22
enterprises are underrepresented in the award of public
23
procurement contracts.
