The Committee on Community Affairs (Geller) recommended the

following substitute for amendment (801590):

     Senate Amendment (with title amendment)

     Delete everything after the enacting clause

6

and insert:

     Section 1. Notwithstanding any law to the contrary, a

8

county, municipality, or special district may not own or operate

9

an asphalt plant or a portable or stationary concrete batch plant

10

that has an independent mixer.

     Section 2.  This act shall take effect upon becoming a law.

An act relating to public construction; prohibiting a
